(Haiphong.gov.vn) - On the afternoon of September 14, Comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation chaired a meeting of the Standing Committee of the City Party Committee to listen to reports on damage statistics and solutions to overcome damage after storm No. 3. According to the report of the City's Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense, as of 12:00 a.m. on September 14, 2024, 2 people died in the city (in Tien Lang district, Thuy Nguyen), 65 people were injured; 102,873 houses were damaged; 94 defense and security works were damaged; 575 schools were damaged; 467 health facilities are affected; 895 cultural works and historical and cultural relics were damaged; 25,561 hectares of rice area were damaged; 3,305 hectares of crops and vegetables were damaged; 3,303 hectares of forest area were damaged; 82,006 urban trees were broken; 4,655 hectares of aquaculture area are affected; 3,215 electric poles were broken; 70 transformer stations were damaged; 30,554 factories, enterprises, and industrial projects were damaged; 1.268 agency headquarters buildings were damaged; 213 markets and shopping centers were damaged... Total damage up to now (converted into money) is estimated at 10,829,585.88 million VND.
The damage caused by Storm No. 3 in the city is very large, and some units and localities have not yet fully restored the communication system, so they cannot fully assess and make statistics.

After listening to reports and opinions of departments, branches, units and localities, City Party Secretary Le Tien Chau highly appreciated the participation of the entire political system and armed forces; especially happy to receive the consensus, support, and non-subjectivity of the people in the work of preventing and fighting storm No. 3, thereby minimizing the damage caused by Storm No. 3. He acknowledged that authorities at all levels have had many creative and responsible solutions to take care of people when brought to temporary settlements.
The Standing Committee of the City Party Committee basically agrees with the statistics of damages and remedial solutions that are being done and will be done in the near future. However, the Secretary of the City Party Committee noted that the damage statistics must be methodical, consistent, urgent, and done responsibly, so there will be accurate statistics from which solutions can be found. Through listening to reports, sectors and localities are still confused and overlapping in damage statistics, so there are discrepancies leading to data not being fully used.
The Secretary of the City Party Committee requested that there be instructions on how to conduct statistics and closely inspect the statistical process; Sectors have detailed instructions, determining time, separating overlapping content, classifying people, businesses, agency headquarters, State facilities, what damage is local, what damage is central. Central agencies located locally must request financial support from superior agencies; To fix the problem, it must be very clear what funding source is. Any unit or locality that conducts statistics must be responsible for the accuracy of the statistics.
In the remedial work, the Secretary of the City Party Committee requires an urgent and timely understanding of shortened procedures according to the provisions of law; There are detailed instructions for implementing units; Statistics of damages, costs, which sources to use, how much, who is the target, etc. must closely follow the regulations; Profiteering from this policy is strictly prohibited.

Comrade Secretary of the City Party Committee assigned the Party Committee of the City People's Committee to direct the mobilization of all resources; cutting down and postponing tasks that are not really urgent to focus on overcoming the consequences after storm No. 3; Urgently allocate funds for administrative agencies, hospitals, and schools to repair and overcome consequences; Request the Department of Construction and the City People's Committee Office to implement procedures for proposal, appraisal and urgent submission, in the spirit of highest priority. There are solutions to support farmers who have lost production and agriculture after the storm; In the immediate future, research and entrust public investment capital from the city budget to the Social Policy Bank to lend to businesses and households to restore production, focusing on areas such as agricultural production and aquaculture.products; Consider freezing debt, extending debt, and writing off debt for borrowers who suffered damage after storm No. 3.
The Department of Industry and Trade and the Department of Construction promote inspection and handling activities to avoid increasing the price of construction materials; ensure price stability and food supply for the city's people. The State Bank - Hai Phong branch directed commercial bank branches in the area to review and summarize losses of customers who are borrowing capital to promptly apply measures to support and remove difficulties for customers such as: restructuring debt repayment time, considering loan interest exemption and reduction, continuing to provide new loans to restore production for customers affected by the storm. Research on preferential mechanisms for taxes, electricity and water; policy on paying salaries and social insurance to damaged workers at businesses that had to stop operating after the storm; direct companies bInsurance accelerates the process of appraisal and insurance compensation for businesses damaged after the storm.
The City Party Secretary requested to continue mobilizing forces to clean and sanitize streets and residential areas. The health sector organizes disinfection spraying to ensure environmental hygiene to prevent disease outbreaks after the storm. Continue to urgently repair damage to fallen trees, electricity, telecommunications, and traffic infrastructure systems. The entire political system focuses on taking care of people's safety and peace of mind when moving out of type D apartments. Limiting festival and entertainment activities, organizing economical Mid-Autumn Festival activities to save funds to repair damage after the storm.

After the storm, the production and business activities of enterprises will be affected, inevitably, the lives and jobs of workers will be affected, even facing difficulties, so the Secretary of the City Party Committee requested the Department of Labor, War Invalids and Social Affairs to proactively grasp the situation, promptly advise on solutions, and not let workers lose their jobs due to the effects of storm No. 3; All levels and sectors, especially the Trade Union, must promptly deploy activities to care for the material and spiritual lives of workers affected by Storm No. 3; The armed forces still have to ensure political security and fire prevention.
To create conditions for businesses to focus on overcoming the consequences after storm No. 3, the Secretary of the City Party Committee requested that delegations that are carrying out inspections and inspections of businesses delay or postpone the progress; For delegations included in the Plan but not yet deployed, the time will be postponed to early 2025.
