(Haiphong.gov.vn) – On the morning of August 16, at the City Convention Center, the Ministry of Planning and Investment coordinated with the City People's Committee to organize a conference to build a plan for socio-economic development and public investment in 2020 in the Red River Delta. Comrade Vu Dai Thang, Alternate Member of the Party Central Committee, Deputy Minister of Planning and Investment and Comrade Nguyen Van Thanh, Member of the City Party Committee, Vice Chairman of the City People's Committee co-chaired the Conference. Attending were representatives of leaders of provinces and cities in the Red River Delta.
Accordingly, the Red River Delta is the center of politics, culture, economics, education and training, defense and security of the whole country; including 11 provinces and cities: Hanoi, Hai Phong, Quang Ninh, Hai Duong, Hung Yen, Vinh Phuc, Bac Ninh, Ha Nam, Nam Dinh, Ninh Binh, Thai Binh; with an area of 21,259.6 km2, accounting for 6.4% of the country's area, the smallest of the 6 regions; The population is 22.98 million people, accounting for 22.8% of the country's population, accounting for 35.8% of the country's GDP, budget revenue accounting for over 34%, and commodity exports accounting for nearly 35%.
According to local reports, the economic growth rate of the entire region in 6 months reached 7.59%, higher than the general growth rate of the country (6.76%). Some localities have higher growth rates than expected in 2019 such as Hai Phong 16.3%. Quang Ninh 12.09%, Vinh Phuc 8.52%.
The industrial production index grew impressively at 12.1%, higher than the whole country (9.13%), some localities are among the highest growing localities in the country such as Hai Phong increased by 23.51%, Thai Binh 21.1%, Ninh Binh 15.2%; in which the processing and manufacturing industry continues to affirm itself as the main driving force promoting the overall growth of the entire industry.
Total retail sales of goods and revenue from consumer services in the area reached 522.9 trillion VND, an increase of 6.9% over the same period in 2018. The region's service industry has the strongest growth rate in the country in the economic structure, accounting for 45.66%.
Total state budget revenue in the area in 6 months reached 251.1 trillion VND, accounting for 52.5% of the region's 2019 estimate (478.7 trillion VND); Of which, the region's 6-month domestic revenue reached 191.16 trillion VND, accounting for 32% of the country's domestic revenue (600 trillion VND), reaching 49% of the region's estimate (389.8 trillion VND).
Total social investment capital realized in the first 6 months of 2019 reached 432.8 trillion VND, an increase of 12.8% compared to the same period in 2018, accounting for 52.4% of the region's GRDP. The structure of investment capital mobilization has shifted in a positive direction, foreign investment capital and enterprises have increased rapidly, accounting for 42.5% of total social investment capital; Foreign direct investment accounts for 30%.
Exports in 6 months reached 39.8 billion USD, accounting for 32.4% of the country, reaching 51% of the year plan. High export localities such as Bac Ninh lead the entire region with 14.24 billion USD, followed by Hanoi with 7.2 billion USD, Hai Phong with 7.1 billion USD. Imports in 6 months reached 48.2 billion USD, accounting for 39.3% of the country.
The business investment environment continues to improve. The Provincial Competitiveness Index (PCI) and Provincial Public Administration and Management Performance Index (PAPI) continue to improve on the national rankings. The entire region has 2/11 localities with the provincial competitiveness index in the top group of the country (Quang Ninh, Hanoi), localities such as Vinh Phuc, Bac Ninh, Hai Phong, Ha Nam, Ninh Binh, Nam Dinh, Thai Binh are in the good group of the country; Especially, Quang Ninh province ranked 1/63 localities for 2 consecutive years (2017-2018).
The goal in 2019 is to strive for a growth rate of gross local product (GRDP) in the entire region of 8.5 - 9%, specifically Hanoi 7.4 - 7.6%, Hai Phong 15.5%, Quang Ninh 11.6%, Hai Duong over 8.5%, Hung Yen 8.3%, Vinh Phuc 6.61%, Bac Ninh 7 - 8%, Ha Nam 11%, Nam Dinh 8.8%, Ninh Binh 8.53%, Thai Binh 9.98%.
Total retail sales of goods and consumer service revenue in the area is expected to reach 1,026.7 trillion VND, an increase of 13% compared to 2018. Average GRDP per capita is expected to reach 95.15 million VND/person/year. Total export turnover of the entire region reached 81.1 billion USD, an increase of 11.4% compared to 2018; Imports reached 95.4 billion USD, an increase of 8.8% compared to 2018. Total social development investment capital is about 897.95 trillion VND, an increase of 10.4% compared to 2018, equal to about 41% of the region's GRDP. The entire region's budget revenue is 478.7 trillion VND, an increase of 7.7% compared to the 2018 estimate, of which domestic revenue is expected to reach 389.846 trillion VND, an increase of 14.3%.
At the Conference, delegates exchanged, discussed, and shared difficulties and obstacles when implementing the Law on Public Investment, and at the same time requested the Ministry of Planning and Investment to synthesize proposals from delegates to submit to the Government and the National Assembly to supplement and amend some inadequacies of the Law on Public Investment.
