Regarding the results of implementing Resolution No. 45-NQ/TW of the Politburo, after 5 years of implementation, the city has achieved important results in socio-economic development; is a bright spot in the general picture of the whole country despite many negative impacts of the domestic and international context; continue to affirm its role as an important gateway and driving force for development of the Northern region and the whole country; An important traffic hub and main gateway to the sea of the Northern provinces. The economy grew continuously at double digits; Economic scale expanded, GRDP per capita increased rapidly. Growth quality has improved with labor productivity nearly twice the national average. The economic structure is shifting towards modernity with the proportion of industry -Construction and services account for more than 90% of GRDP, of which industry is developing strongly, gradually asserting itself as a major industrial center of the country. The potential of shipping and marine tourism is gradually being promoted effectively; Cat Ba island area and Do Son district gradually become international tourism centers; Cat Ba archipelago along with Ha Long Bay has been recognized by UNESCO as a world natural heritage. Socio-economic infrastructure, especially transport infrastructure, receives investment attention.
