On the morning of October 14, under the chairmanship of Prime Minister Nguyen Xuan Phuc, the Government organized a national online conference on strengthening forest management and protection and solutions for implementation in the coming time. As of September 30, 2017, based on reports from 30 provinces and centrally run cities, the total number of approved, ongoing projects with forest use conversion and projects in the medium-term plan until 2020 is 1,071 projects, the area proposed to change forest use purpose is 60,129 hectares, including: 16,866 hectares of natural forest, planted forest. 28,986 hectares, unforested land planned for forestry 14,277 hectares. Some localities have handled forest use purposes in a lack of strict manner, with loose management, allowing mistakes to occurviolation. The conversion of forest use purposes to implement projects in some localities is not adjusted in land use planning; planning and plans for forest protection and development. This leads to a situation where planning is always broken, and many projects have not complied with the obligation to plant replacement forests and assess environmental impacts.
Speaking at the conclusion of the Conference, the Prime Minister noted that over the past time, forest management, protection and development have seen many clear changes. In some localities, the policy of socializing forestry has gradually been realized, improving the livelihoods of forest workers. However, illegal deforestation is still slowly being prevented, in some localities there is still a situation of changing the purpose of using forests on a large area without complying with the law... To overcome these limitations, in the near future, the Prime Minister requires a temporary halt in changing the purpose of using poor natural forests to grow industrial crops, agricultural crops, and small hydroelectric plants, including projects that have been approved but have not yet been implemented. Determined not to change goalsuse of coastal forests; Do not change special-use forests to protection forests or production forests. Local leaders must also focus on directing and resolving problems to complete the task of planting replacement forests for areas converted to other uses for completed projects. Do not resolve exceptions regarding exemptions, reductions, or delays in implementing the responsibility for planting replacement forests for new projects. In addition, it is necessary to organize a review, suspension, and withdrawal of projects that violate the law, and strictly handle organizations and individuals that violate the law or take advantage of the policy of forest reclamation and changing the purpose of forest use for personal gain; At the same time, handle the responsibility to compensate for the value of forest resources.
The Prime Minister assigned the Ministry of Industry and Trade to direct the review of hydroelectric system planning nationwide, stop granting investment licenses to small hydroelectric projects that change the use purpose of natural forests, special and urgent cases must be reported to the Prime Minister for decision.
In Hai Phong city, there are currently 03 afforestation projects under the Support Program to Respond to Climate Change, including: Project to restore and develop coastal and riverside protective forests in Hai Phong city in the period 2015-2020, scale of 837.0 hectares; Project to reduce wave stabilization and plant mangrove trees to protect sea dike I, project scale 93.7 hectares; Project to reforest bare land and bare hills to respond to climate change in Bach Long Vy district, afforestation scale of 35.23 hectares.
After 2 years of implementation, up to now Hai Phong's forest area has increased by 715.21 hectares; Forest quality is increasingly improving; Besides, the growing work of planting trees in urban and rural areas has contributed to creating a new look for green, civilized, modern cities and increasing the ability to protect and respond to climate change. During the period (2012 - 2017), the total number of investment projects that need to change the use purpose of forests and forestry land to implement investment projects is 21 projects, the total area of forestry land converted to use purpose is 96,754 hectares; The converted forest area is 95,637 hectares (mainly protection forests). Projects requiring forest land conversion must comply with the provisions of the Land Law and Bao Lawforest protection and development and current legal regulations.
For the period 2018 - 2020, Hai Phong strives to develop sustainable forestry in terms of economy, society and environment; Gradually transform the growth model towards improving quality, competitive efficiency and in accordance with economic development planning orientation; increase average annual forestry production value by 2.51%; The proportion accounts for 0.25% of the entire agricultural, forestry and fishery industry; conserve and sustainably develop natural resources, biodiversity of forest ecosystems, increase forest and tree cover to 24%....
