Although ODA capital and preferential loans still have about 22 billion USD, Vietnam still needs nearly 40 billion USD more in the next 4 years.
The total amount of undisbursed ODA capital and preferential loans of programs and projects signed to transition from the 2011 - 2015 period to the 2016 - 2020 period is still quite large, about nearly 22 billion USD, of which the majority are investment projects of Group 6 Development Banks with preferential ODA loans.
The above statistics are given in the project "Orientation for attracting, managing and using ODA capital and concessional loans from foreign sponsors in the 2016 - 2020 period" recently approved by the Prime Minister.
According to the Government's assessment, the successful implementation of the 2011 - 2015 ODA project has contributed positively and effectively to the completion of the goals set out in the 5-year socio-economic development plan 2011 - 2015.
However, because our country has become a developing country with a middle income level, the ODA aid policy and preferential loans of foreign donors to Vietnam in the coming time will have many drastic changes, fundamentally shifting from development aid to partnership.
Faced with the new requirements of development cooperation, it is necessary to develop an ODA Project 2016 - 2020 to guide policies and propose solutions to ensure effective mobilization and use of ODA capital and concessional loans from foreign donors, contributing to the successful implementation of the 10-year Socio-Economic Development Strategy 2011 - 2020 and the 5-year Socio-Economic Development Plan 2016 – 2020.
The total amount of undisbursed ODA capital and preferential loans of the programs and projects signed to transition from the 2011 - 2015 period to the 2016 - 2020 period is still quite large as mentioned above, most of which are investment projects of the group of 6 development banks with preferential ODA loans.
Therefore, one of the key tasks in the period 2016 - 2020 is to concentrate highly on completing these programs and projects according to the committed schedule and deadline, putting the works into operation, meeting the country's economic and social development requirements.
At the same time, there needs to be policies and solutions to attract, manage and effectively use ODA capital and concessional loans on the basis of the guiding principles and priority areas set out in this Project to create cushion capital and sustainable premises for the period after 2020.
According to incomplete reports from ministries, branches and localities, the total need to mobilize and use ODA capital and concessional loans in the 2016-2020 period is very large, about 39.5 billion USD. Capital needs for projects mainly focus on the fields of transportation, urban development, agriculture and rural development, environment, education and training, health, science and technology.
Based on the progress of implementation of signed programs and projects, the total ODA capital and concessional loans expected to be disbursed in the 2016 - 2020 period will reach about 25-30 billion USD, an average of 5 - 6 billion USD per year, an increase of 14% compared to the period 2011 - 2015 and accounting for about 55% - 66% of development investment capital mobilized from outside.
The task of disbursement of ODA capital and concessional loans in the 2016 - 2020 period is highly feasible because most of them are transitional programs and projects from the 2011 - 2015 period and are arranged in the medium-term public investment plan for 2016 - 2020 with conditions to ensure counterpart capital to implement programs and projects according to the progress of international treaties and financial agreements. signed grant.
