Typhoon No. 3 (Yagi) is the strongest storm in the past 30 years in the East Sea; When it landed in Hai Phong, it caused heavy damage to people and property, seriously affecting people's lives and production activities of businesses. According to initial statistics, the storm killed 03 people, injured 65 people, caused damage to houses, defense and security works, industrial facilities, agriculture - forestry - fishery, a series of businesses and business households... The total estimated damage by September 16, 2024 is nearly 11,000 billion VND.
With the attention of the Central Committee of the Vietnam Fatherland Front, fellow provinces and cities, organizations, individuals, businesses, and philanthropists have supported the city's people to overcome the consequences caused by storm No. 3.
Implementing the instructions of the Standing Committee of the City Party Committee, the city's Vietnam Fatherland Front Committee - the Standing Committee of Mobilization and Relief of the city issued a decision to allocate funds to support people in localities damaged after the storm, especially poor households, near-poor households, and households in difficult circumstances whose houses collapsed, collapsed, and had their roofs completely blown off due to the storm. With the motto of supporting according to the level of damage, reviewing to the extent, supporting there, the city's Vietnam Fatherland Front Committee - the City's Advocacy and Relief Committee agreed to immediately allocate funding sources to support overcoming the consequences of storm No. 3, as follows:
1. Supporting 583 poor, near-poor, and difficult households whose houses have collapsed, collapsed, or completely lost their roofs and are unable to repair them themselves (of which, 67 households will build new ones with a support of 100 million VND/household; 516 households will repair with a support of 20 million VND/household). Total funding for support subsidy 17.02 billion VND.
2. Support according to local damage level: 1.5 billion VND for localities with damage under 200 billion; 02 billion VND for localities with damage from 200 - 700 billion VND; 2.5 billion VND for localities with damage over 700 billion VND. Total support cost is 30 billion VND. The content of support expenditures is implemented according to Article 11 of Decree No. 93/2021/ND-CP dated October 27, 2021 of the Government "On mobilization, receipt, distribution and use of voluntary contributions to support overcoming difficulties caused by natural disasters, epidemics, and incidents; supporting patients with serious diseases".
The total funding for this round of support is 47.02 billion VND; Assign localities to proactively develop plans, promptly allocate funds to beneficiaries and take responsibility for using support resources to ensure publicity, for the right purpose, and in accordance with regulations.
>The city's Vietnam Fatherland Front Committee will establish monitoring teams support packages to overcome storm consequences in localities; regularly update and publicize the list of supporting organizations and individuals and the allocation of support resources to localities damaged by storm No. 3 in the mass media.
