(Haiphong.gov.vn) – In order for the work to repair damage after the storm to be urgent, timely and effective, the Chairman of the People's Committee has just issued a directive in Document 6616/VP-TL on recovering the damage after Storm No. 3.
Accordingly, the Chairman requested the city's Departments, branches, branches and People's Committees of districts and agencies and units in the city to urgently continue to organize statistics and check the statistical work of damage caused by Storm No. 3 in accordance with regulations, ensuring a unified data system, no duplication, and on time.
Focus on mobilizing all resources, while continuing to review, reduce, and postpone tasks that are not really urgent to focus on overcoming the consequences after Storm No. 3 such as conferences, seminars, and going abroad; Programs and projects are not really urgent, have not created new values, procedures are still difficult... Minimize festival and entertainment activities, organize economical Mid-Autumn Festival activities to save funds to overcome damage after the storm.
Urgently identify projects that need to be implemented immediately according to emergency orders and deploy procedures for investment in construction, repair, recovery of emergency projects, payment and settlement in accordance with the law, ensuring synchronization and consistency in localities, agencies, units... Continue to mobilize forces to clean and general clean streets and residential areas. Continue to urgently repair damage to fallen trees, electricity, telecommunications, and traffic infrastructure systems... Check trash dumping locations, do not dump trash next to river banks; Treat green waste after storms effectively and scientifically. Assign the Department of Health to direct the organization of disinfection spraying to ensure environmental hygiene to prevent disease outbreaks after the storm.
Mobilize the entire highly centralized political system to support the emergency relocation of households using houses in dangerous apartment buildings in the city due to the impact of Storm No. 3. At the same time, the damage statistics work, regularly updating the work of overcoming the consequences of the storm by sector, unit, and management area, is sent to the Department of Agriculture and Rural Development for general synthesis (before 3:00 p.m. daily) until the end of the damage statistics work according to regulations. The Department of Agriculture and Rural Development presides over and guides statistical methods, statistical indicators, and assessment of damage caused by natural disasters so that departments, branches, and localities can implement them in accordance with regulations... Synthesize and propose support for farmers and businesses suffering agricultural production losses after the storm.
Request that the City Police focus on directing and ensuring political security, social safety, fire prevention, strengthening propaganda, and not losing vigilance in the face of crimes.
The City Tax Department researches and advises on tax incentive mechanisms for various fields to remove difficulties for organizations and businesses.
The State Bank of Hai Phong Branch advises on the work of directing and supporting businesses and people with bank loans affected by the storm, and at the same time directs commercial bank branches in the area to review and summarize the losses of customers who are borrowing capital to promptly apply support measures and remove difficulties for customers such as rescheduling debt repayment periods, considering loan interest exemptions and reductions, continuing to grant new loans... to restore production for customers who have suffered losses after storm; Consider freezing debt, extending debt, writing off debt, and providing further loans to borrowers who suffered damage after Storm No. 3.
