In the middle of last July, the Ministry of Industry and Trade coordinated with the People's Committee of Hai Phong city to organize a conference "Developing logistics services in Hai Phong - improving competitiveness and promoting regional connectivity". – How does the Minister evaluate the role of logistics in Vietnam's economic development?
– Logistics is an important service industry in the overall structure of the national economy, playing the role of supporting, connecting and promoting socio-economic development of the whole country as well as each locality, contributing to improving the competitiveness of the economy. Logistics is also a service industry with a lot of potential, bringing increased value that any country that wants to develop must pay attention to. Therefore, on February 14, 2017, considering the request of the Minister of Industry and Trade, the Prime Minister signed Decision (Decision) No. 200 approving the Action Plan to improve competitiveness and develop Vietnam's logistics services until 2025. This is an important basis to create new breakthroughs in logistics service development in Vietnam.
– How does Logistics currently contribute to Vietnam's economy and what are the goals, Minister?
– Currently logistics contributes about 4-5% to GDP; Growth rate is about 16%/year; The outsourcing rate reached 30%... However, the development trend of logistics in Vietnam is also very potential. Ranking results over the past 3 years show that Vietnam's logistics has had a breakthrough. Specifically, in the logistics performance index (LPI) announced in 2018, Vietnam ranked 39th/160 countries participating in the study, up 25 places compared to 2016 and rising to 3rd among ASEAN countries. The goal of Vietnam logistics is: by 2025, the contribution to GDP will reach 8%-10%; Service growth rate reaches 15%-20%; The rate of outsourcing logistics services reaches 50%-60%; Logistics costs are reduced to the equivalent of 16%-20% of GDP; ranked theo The national logistics capacity index (LPI) in the world reached 50th or higher. At the same time, focus on attracting investment in developing logistics infrastructure, building regional and international logistics centers, improving connection efficiency between Vietnam and other countries, making Vietnam a regional logistics hub.
– How does the Minister personally assess Hai Phong's role in implementing national logistics development goals?
– The Ministry of Industry and Trade's selection of Hai Phong to host the logistics service development conference clearly shows Hai Phong's important position and great potential in developing Vietnam's logistics services. In recent years, there have been many large businesses investing in Hai Phong. The growth rate of Hai Phong's logistics is higher than the national average, reaching 18% to 23%/year; The city's contribution to GRDP ranges from 10-15%. In particular, Resolution 45 (NQ) of the Politburo issued on January 24, 2019 clearly stated the goal of building Hai Phong into a modern international logistics service center by sea, air, highway, and high-speed railway. Most important is Hai Phong's determination with specific and clear policy mechanisms; strongly mobilize investment resources; Set high-level goals. – What support will the Ministry of Industry and Trade provide for Hai Phong to promote its potential, strengths, and quickly develop logistics services, Minister?
– The Ministry of Industry and Trade will continue to innovate and do well in State management; institutional reform; promote decentralization to localities; ensuring transparency, openness, and stability, creating a favorable business environment for businesses in general and logistics in particular. The Ministry of Industry and Trade will have specific programs to support localities in state management and human resource training so that Hai Phong can implement Resolution 45 most effectively; achieve the goals of logistics development set out in the resolution.
In addition, the Ministry of Industry and Trade will coordinate closely with relevant ministries and branches to handle local problems that are in need; Advise and propose to have a unified operating mechanism of the Government, interconnection between ministries and branches for logistics activities, including the environment; hard infrastructure; soft infrastructure; development orientation; human resources..., especially focusing on key logistics areas like Hai Phong. Issues of integrating logistics planning, land, taxes, specific mechanisms for developing logistics-related infrastructure such as CFS warehouses, non-tariff zones... will be specifically advised and proposed by the Ministry of Industry and Trade in coordination with ministries and branches to the Government...
– What does Hai Phong need to do to develop logistics worthy of its position, Minister?
– First of all, Hai Phong needs to soon issue an Action Plan to implement Decision 200 of the Prime Minister; Decision 708 of the Minister of Industry and Trade on improving competitiveness and developing logistics services; improving the LPI index... Along with that, more attention should be paid to maximizing geopolitical and economic advantages; develop modern and synchronous infrastructure; Coordinate with ministries and branches to accelerate the construction progress of the Lao Cai - Hai Phong high-speed railway and connect the railway to ports; Promote connection to the Northern key economic region; Northeast coastal localities as well as two corridors, an economic belt between Vietnam and China; open up and develop the marketng logistics, strongly attracting investment resources, creating conditions for Vietnamese logistics service businesses to quickly rise and catch up with the world's development level; reduce logistics costs... Along with that, continue to promote administrative reform, cut or simplify administrative procedures related to logistics, especially strong application of information technology in stages and fields related to logistics; along with educational institutions in the area such as Maritime University; Hai Phong University... strengthens the training of high-quality logistics human resources...
