The City People's Committee has just issued Plan 41/KH-UBND to provide legal support for small and medium-sized enterprises and business households in Hai Phong city in 2026.
The plan was developed to implement Resolution No. 68-NQ/TW of the Politburo on private economic development; Decree No. 55/2019/ND-CP of the Government on legal support for small and medium-sized enterprises; Resolution No. 138/NQ-CP of the Government; Decision No. 84/QD-TTg of the Prime Minister approving the interdisciplinary legal support program for the period 2026–2030 and Action Plan No. 07-KH/TU of the City Party Committee's Standing Committee.
The purpose of the Plan is to promptly, synchronously and effectively deploy the provisions of the Law on Support for Small and Medium Enterprises, the Government's decrees and the directions of the Government and the Prime Minister; thereby raising awareness and sense of compliance with the law, proactively preventing legal risks in production and business activities of small and medium-sized enterprises and business households. Promoting the initiative of businesses in resolving difficulties and legal problems that arise, along with the companionship of state agencies in the city; contributing to realizing the socio-economic development goal according to the city's 2026 Theme "Proactive implementation; promoting motivation; breakthrough growth".
The plan requires that legal support work must be carried out with focus and emphasis, consistent with support goals and the ability to balance resources; ensuring publicity, transparency, efficiency, avoiding overlap and duplication, in accordance with the provisions of the Law on Support for Small and Medium Enterprises and related documents. At the same time, clearly define the tasks and responsibilities of departments, branches, agencies and units in coordinating implementation, promptly removing difficulties and obstacles for businesses during the implementation process.
The plan assigns the Department of Justice to take the lead in advising and promulgating documents directing and guiding the implementation of the interdisciplinary legal support program for small and medium-sized enterprises and business households in the period 2026–2030 according to Decision No. 84/QD-TTg of the Prime Minister.
At the same time, preside over the organization of conferences to foster legal knowledge for businesses and legal support teams, focusing on the content of contract implementation, resolving disputes in business and commerce, protecting property ownership rights, and encouraging the registration of intellectual property rights; coordinate to review and participate in completing legal regulations related to businesses; Regularly receive, synthesize and promptly resolve or propose solutions to difficulties and legal problems of enterprises and business households.
Assign departments and branches to promote the provision of legal information, enhance the application of information technology and digital transformation in legal support activities; maintain and upgrade the enterprise legal support section on the city's electronic information portal, publicize focal officers working on legal support for small and medium-sized enterprises and business households; Operate a system for receiving feedback and recommendations on legal documents. The city continues to build and update the legal database to serve businesses and consolidate and perfect the network of legal consultants in the area./.
