(Haiphong.gov.vn) – In order to continue promoting the role of cadres, civil servants and public employees in participating in the implementation of the State Administrative Reform Master Program for the period 2021-2030, the City People's Committee has just issued Plan 221/KH-UBND on organizing an online contest to learn about administrative reform in Hai Phong city in 2024.
Accordingly, the Plan to disseminate and propagate to raise awareness among cadres, civil servants and public employees about the Party's guidelines and policies, the State's policies and laws, the importance of administrative reform and promote the positivity of cadres, civil servants and public employees in participating in the implementation of the State Administrative Reform Master Program for the period 2021-2030; contributing to building a democratic, professional, modern, streamlined, effective, efficient administration with the capacity to create and develop, with integrity and serving the People. Through the Contest, we encourage agencies, units, organizations and individuals to learn about administrative reform, research and propose initiatives and solutions for administrative reform; thereby improving the quality of customer servicepeople, organizations, and businesses, especially propaganda about administrative procedures and online public services, public postal services.
The contest takes place in 04 weeks, the first week is expected to start from September 16, 2024, ending on October 11, 2024. Contest participants are officials, civil servants, and public employees working in departments, divisions, and branches; officials and civil servants of the People's Committees of districts (including People's Committees of communes, wards and towns of districts); Central agencies located in the city (State Treasury, Social Insurance, Police, Taxation, Customs); (Members of the Organizing Committee, Jury Board, and direct support departments during the organization of the Contest are not allowed to participate in the contest).
The exam format is divided into 2 rounds; Round 1 of the multiple choice exam on software according to the Question Set of the Contest Organizing Committee on understanding the Party's policies, the State's legal policies on administrative reform, documents of the Ministries, Central branches and the city related to administrative reform. In round 2, agencies and units create 01 video clip of no more than 07 minutes in the form of recording skits, scenes, situations with propaganda content about administrative reform or handling administrative procedures at their agencies or units. Video clips from agencies and units are sent to the Contest Organizing Committee and uploaded to the Contest Fanpage for scoring.
Each week, there are 06 prizes awarded to individuals, including 01 First Prize, 02 Second Prizes, 03 Third Prizes (For multiple-choice rounds). Awards for the competition round of creating propaganda video clips on administrative reform of agencies and units include 06 awards, evaluated and awarded once at the Contest Closing Ceremony, including 01 First Prize, 02 Second Prizes, 03 Third Prizes. Collective awards for agencies and units with excellent comprehensive achievements include 06 awards, evaluated and awarded once at the Contest Closing Ceremony, including 01 First Prize, 02 Second Prizes, 03 Third Prizes. Agencies and units that won the first prize collectively were awarded Certificates of Merit from the Chairman of the City People's Committee. At the end of the contest, the Organizing Committee reviews the contributions of successful groups and individualsOutstanding benefits in organizing the contest, selecting and submitting to competent authorities for reward according to regulations.

The City People's Committee requests that the Contest be organized in the spirit of seriousness, practicality, efficiency, and savings, and ensure the mobilization of a large participation of officials, civil servants, and public employees in the city, contributing to the good implementation of the goals and targets of administrative reform propaganda tasks set out. The evaluation, scoring and announcement of Contest results ensure accuracy, fairness, transparency and objectivity.
