1. Economic growth
In the first six months of 2021, Hai Phong city's economy was significantly affected by the Covid-19 pandemic. The city's gross regional product (GRDP) in the first 6 months of 2021 is estimated to increase by 13.52% over the same period last year, higher than the 10.87% increase in the first 6 months of 2020. Although affected by the Covid-19 epidemic, Hai Phong still maintains a high growth rate compared to provinces and cities across the country (ranked 4th in the country, 2nd in the Northern key region), showing the Drastic and timely direction and management of city leaders and the efforts of all levels, sectors, people and businesses to continue to effectively implement the dual goal of "epidemic prevention and economic development".
The agriculture, forestry and fishery sector increased by 1.03% over the same period last year, contributing 0.05 percentage points to the overall growth rate.
The industrial-construction sector is estimated to increase by 18.55% over the same period last year, contributing 9.67 percentage points to the overall growth rate. In which the industry still plays a key role with a growth rate of 20.02% over the same period, contributing 9.27 percentage points to the overall increase; The construction industry increased by 6.89% over the same period, contributing 0.4 percentage points to the city's growth.
The service sector is estimated to increase by 8.92% over the same period in 2020, contributing 3.33 percentage points to the overall increase.
Product taxes minus product subsidies are estimated to increase by 7.68% over the same period, contributing 0.47% percentage points to the overall growth rate of the city.
The economic structure in the area in the first 6 months of 2021 continues to shift towards industrialization, increasing the proportion of industrial and service sectors, reducing the proportion of agriculture, forestry and fishery sectors. Specifically: the agriculture, forestry, and fisheries sector accounts for 4.59%, the industry-construction sector accounts for 52.48%; service sector accounts for 37.26%; Product tax minus product subsidies accounts for 5.67%.
2. Agriculture, forestry and fisheryproduction

The agriculture, forestry and fisheries sector continues to play a supporting role in the economy during difficult times, ensuring the supply of food and essential goods, which is an important basis for ensuring people's welfare and well-being during the pandemic.
a) Agriculture
The total area planted with annual crops in the Winter-Spring crop of 2021 in the entire city is estimated to reach 43,363.4 hectares, equal to 98.92% of the previous year's Winter-Spring crop. The area planted with annual crops tends to decrease, with rice having the largest decrease, this reflects the restructuring of agricultural production and the trend of urbanization in rural areas.
The rice cultivation area is estimated to reach 28,442.0 hectares, equal to 98.12% compared to the same period last year. The average rice yield across the city is estimated at 70.16 quintals/hectare, equal to 100.68% over the same period last year and this is the highest average yield ever in the city.
The area of annual crops other than the Winter-Spring crop in 2021 is estimated to reach 14,921.4 hectares, equal to 100.50% over the same period last year, of which waterpipe plants are estimated to reach 1,862.2 hectares (equal to 100.80%), soybean plants are estimated to reach 152.7 hectares (equal to 106.43%), the group of vegetable crops is estimated at 8,951.1 hectares (equal to 99.14%).
The area of perennial trees in the city in the first 6 months of 2021 is estimated to reach 8,218.9 hectares, equal to 100.51% compared to the same period last year.
In general, the structure of perennial crop groups remains stable compared to the previous year: the area of fruit tree groups is estimated at 6,735.9 hectares, accounting for 82% of the total perennial crop area; Oil-bearing fruit trees are estimated at 251.8 hectares, accounting for 3%; Spice and medicinal plants are estimated at 31 hectares...

b) Forestry
In the first six months of 2021, the forestry industry production situation in the city remains stable with harvested wood output estimated at 789.8 m³, equal to 92.50% over the same period last year; Firewood output reached 19,339 steres, equal to 93.75%. The work of forest protection and care continues to receive attention from all levels and branches, the forest area being cared for is estimated at 103.57 hectares; The forest area zoned for regeneration is estimated at 450 hectares; The number of forestry tree seedlings is estimated at 1.02 million trees; The forest area contracted for protection is approximately 13 thousand hectares.

In the first six months of 2021, aquaculture and exploitation output is estimated to reach 95,272.8 tons, an increase of 3.13% over the same period last year.

In the first six months of 2021, the city's seafood exploitation output is estimated to reach 57,848.9 tons, up 4.36% over the same period last year, divided into: fish of all kinds reached 34,693.6 tons, up 5.04%; Shrimp of all kinds reached 4,631.9 tons, an increase of 2.36%; Other aquatic products reached 18,523.4 tons, an increase of 3.60%.
Marine exploitation output continues to account for the majority (95.90% of total exploitation output) with 55,474.4 tons, an increase of 4.61% over the same period last year.
3. Industrial production

4. Enterprise's activities

It is estimated that in the first 6 months of 2021, the whole city has 1,460 newly registered enterprises with a total registered capital estimated at 15,021.6 billion VND, an increase of 5.87% in the number of enterprises and an increase of 39.88% in registered capital compared to the same period in 2020. The number of branches, representative offices, and business locations expected to be newly established is 712 establishments, an increase of 11.77% over the same period last year.
In the first 6 months of 2021, there were 1,151 businesses and 268 branches, representative offices, and business locations registered to temporarily suspend business, an increase of 30.42% over the same period in 2020. It is expected that in the first 6 months of 2021, the number of businesses expected to carry out dissolution procedures is 128 and for branches, representative offices, and business locations business is 300 establishments.

In terms of operating sectors: in the first 6 months of 2021, total retail sales of goods are estimated at 61,429.6 billion VND, an increase of 11.21% over the same period; Accommodation service revenue is estimated at 614.8 billion VND, down 13.63% over the same period; Food service revenue is estimated at 7,837.3 billion VND, up 6.72% over the same period; Travel tourism revenue is estimated at 46.4 billion VND, down 36.06% over the same period; Other service revenue is estimated at VND 4,155.1 billion, up 9.95% over the same period in 2020.
* Transportation and telecommunications
In the first six months of 2021, freight transport is estimated at 115.4 million tons, up 16.84% over the same period last year, cargo turnover is estimated at 50,036.1 million tons.km, down 0.71% over the same period. Passenger transport in the first 6 months of 2021 is estimated at 21.9 million, down 10.78% over the same period last year. Passenger turnover was estimated at 882.7 million Hk.km, down 10.05% over the same period last year.
The volume of goods transported in the first 6 months of 2021 increased compared to the same period last year because the production and business situation has stabilized and the source of transported goods is more abundant. Total State budget revenue in the city in the first 6 months of 2021 is estimated at 45,010.45 billion VND, equal to 124.5% over the same period last year, of which: domestic revenue is estimated at 15,916.82 billion VND, equal to 133.4%; Balanced revenue from import and export activities reached 28,099.96 billion VND, equal to 120.8%.
Total local budget expenditure is estimated in the first 6 months of 2021 to reach 10,977.04 billion VND, equal to 132.5% over the same period last year, of which: development investment expenditure in local budget balance expenditure is estimated to reach 5,130.56 billion VND; Regular expenditure is estimated at 5,045.87 billion VND.
Total capital mobilized in the area is estimated to reach VND 249,665 billion by June 30, 2021, equal to 112.25% over the same period last year.
Total outstanding loans as of June 30, 2021 are estimated to reach 134,352 billion VND, equal to 105.11% over the same period last year.
7. Construction investment
In the first six months of 2021, the city's construction investment activities encountered many difficulties due to the impact of the Covid-19 epidemic, site clearance and construction progress at some key projects was slow. Estimated investment capital implemented in the first 6 months of 2021 in the city reached 72,750.8 billion VND, an increase of 0.76% over the same period last year. State sector capital in the area is estimated at 5,288.8 billion VND, an increase of 16.50% over the same period. The non-state sector accounts for the highest proportion (57.5%) of total social investment capital, estimated to reach VND 41,877 billion in the first 6 months of 2021, down 7.6% over the same period. Investment capital in the foreign direct investment sector is estimated to reach 25,585 billion VND in the first 6 months of 2021, up 14.53% over the same period.
* The situation of attracting foreign investment
As of June 15, 2021, Hai Phong has 787 valid projects with a total investment capital of 20,799.4 million USD. From the beginning of the year to June 15, 2021, the whole city had 30 new projects from 09 countries and territories with an investment capital of 187.34 million USD, equal to 49.92% over the same period last year. Adjusted to increase investment capital, there are 31 projects, with an increased capital of 946.34 million USD. 8. Price index
In the first six months of 2021, although the city's socio-economic situation was greatly affected by the Covid-19 epidemic, prices of consumer goods remained stable.
Hai Phong city's consumer price index (CPI) in June 2021 increased by 0.19% over the previous month, up 1.57% over the same period last year. Average CPI in the first 6 months of 2021 increased by 0.8% over the same period.
Of the 11 main groups of goods and services, there were 09 groups with price indexes in June 2021 increasing compared to the previous month, of which the transportation group had the highest increase (up 1.13%) due to increased gasoline and oil prices; Only the food and food service price index group decreased by 0.29%; The group of drugs and medical services has an unchanged price index.
Gold price index in June 2021 increased 1.04% compared to the previous month, increased 10.64% compared to the same month in 2020, decreased 1.22% compared to December 2019. The average gold price in June 2021 fluctuated at 5.34 million VND/tael, an increase of 55,000 VND/tael.
The US dollar price index in June 2021 decreased by 0.23% compared to the previous month, decreased by 0.82% compared to the same month last year, decreased by 0.57% compared to December 2019. The average USD/VND exchange rate in June 2021 fluctuated at 23,098 VND/USD, down 53 VND/USD.
9. Some social issues

a) Labor and employment
In the first 6 months of 2021, the city created jobs for 27,000 workers, equal to 101.89% over the same period last year; resolving unemployment insurance for 9,332 people (down 11.33% over the same period in 2020), with a cost of over 150 billion VND.
b) Residential life and social security
In the first 6 months of 2021, the city received 29 subjects for treatment, care and nurturing, the total number of subjects at social protection facilities was 728 people, equal to 102.3% compared to the same period last year. There were 226 turns of people wandering around the area (an increase of 64 turns of people (an increase of 39.5%) over the same period). Implemented subsidy payments to 78,600 people (an increase of 4.78% compared to 2020); Supported 97,955 health insurance cards for people in agricultural, forestry, fishery and salt production households with an average living standard (equal to 101.6% over the same period last year).
In the first 6 months of 2021, drug addiction treatment and management organizations focused on drug addiction treatment facilities for 1,680 people (equal to 82.88% compared to the same period last year). Methadone treatment is managed by the Labor, Invalids and Social Affairs sector at 06 facilities for 1,333 people (equal to 102.6% over the same period). Detoxification at home and community for 85 people (equal to 75.22% over the same period).
c) Education, health, culture and sports
The complicated situation of the Covid-19 epidemic has significantly affected the activities of the education, health, culture and sports sectors. In the first 6 months of 2021, many planned cultural, artistic and sports activities of the city were forced to stop or postpone due to the impact of the epidemic. The education sector switched to online learning. The health sector has strengthened epidemic prevention measures, tracing and taking samples for testing are carried out quickly and urgently, so the epidemic situation is always strictly controlled.
Education work: from June 7, 2021 to June 12, 2021, successfully organize the 10th grade high school entrance exam in 2021-2022. The results of national excellent students in 2021 include 96 candidates winning prizes (of which 02 First, 23 Second, 35 Third, 36 Consolation), ranking 2/63 nationwide in terms of number of prizes.
Preventive medical work: As of 6 a.m. on June 29, 2021, the city recorded 18 positive cases of Covid-19. The People's Committee of Hai Phong city has issued Plan No. 136/KH-UBND on Covid-19 vaccination for priority groups in the third phase of 2021 in the city. The number of injections in phase 3 reached 100. Total accumulation from the beginning of the year until now, the city has received 20,999 vaccinations, striving to complete the third phase of vaccination before June 30, 2021.
* Food hygiene and safety work: In the first 6 months of 2021, the city conducted 10 food safety inspections: of which 03 regular inspections: interdisciplinary Tet, collective kitchen, action month and 07 unexpected inspections with a total of 223 establishments. Of these, 22 food production facilities; 12 food businesses; 189 food service establishments with a total fine of 157 million VND.
In the city, in the first 6 months of the year, there were 02 cases of food poisoning of unknown cause with 41 people poisoned in Do Son Industrial Park and the improvised kitchen of An Duong Industrial Park; The cases did not become severe and there were no deaths; has imposed an administrative fine of 30 million VND for ensuring food hygiene and safety at the above establishments.
* HIV/AIDS prevention work: As of June 15, 2021, the cumulative number of people infected with HIV is 11,449 people, the number of people converted to AIDS is 6,315 people, the number of deaths due to AIDS is 5,342 people, the number of people living with HIV is 6,107 people.
The total number of patients being treated with Methadone in the first 6 months of the year is 3,894 people, down 50 people over the same period, the number of new patients is 299 people, down 45 people, patients who stopped treatment are 307 people, no increase or decrease compared to the same period in 2020.
* Cultural and sports work: Deploying propaganda work for People's Council elections at all levels and election of XV National Assembly deputies. Organize the recording and broadcasting of an art program to celebrate the 131st birthday of President Ho Chi Minh, an art program to celebrate the successful election of the 15th National Assembly and the election of People's Council deputies at all levels for the 2021-2026 term.
d) Traffic accident
As of June 14, 2021, there have been 38 road traffic accidents and 01 waterway traffic accident in the city, killing 32 people and injuring 20 people. e) Damage caused by natural disasters, environmental protection and fire and explosion prevention
