(Haiphong.gov.vn) - On August 6, the Government issued Resolution No. 86/NQ-CP on urgent solutions to prevent and control the COVID-19 epidemic to implement Resolution No. 30/2021/QH15 dated July 28, 2021 of the 15th National Assembly.
Accordingly, in order to continue to focus on preventing, repelling, and moving towards good control of the COVID-19 epidemic, avoiding the occurrence of medical, socio-economic crises, the Government requires the application of measures to prevent and control the COVID-19 epidemic as follows:
Pursuant to Decision No. 2686 of the National Steering Committee, Chairman of the People's Committee of provinces and centrally run cities (provincial level) proactively decides and directs subordinates to strictly apply solutions according to regulations, corresponding to the risk levels in the spirit of Directive 15, Directive 16 and Directive 19 of the Prime Minister with the motto that it can be applied earlier, higher but not slower, lower. more; In which special attention should be paid to leadership and direction:
The application of epidemic prevention and control measures, especially social distancing, must be implemented practically, strictly, strongly, drastically, and closely from the beginning, throughout all levels; Whatever you do, you must do it decisively, without hesitation, hesitation, hesitation, lack of determination, or lack of bravery. Stick closely to reality with the spirit of "effectiveness above all", promote a high sense of responsibility, creativity, learn from experience while working and gradually expand, perfect, and adjust immediately to ensure closeness to the developments of the situation in the spirit of not being perfectionistic, not being hasty and absolutely not being subjective, negligent, or losing vigilance when the epidemic passes; Superiors must regularly urge and inspect subordinates and review customersEurope, conditions, and measures to prevent and control epidemics to be ready to respond quickly when the epidemic situation changes.
Localities, based on the general regulations of the Central Government, proactively promulgate according to their authority regulations on epidemic prevention and control, ensuring synchronization, consistency, effectiveness and efficiency, in accordance with the requirements of epidemic prevention and control in the area. Pay special attention to directing close coordination and timely information between sectors, localities, and People's Committees at all levels to promptly handle arising issues in accordance with the specific situation in the area and be responsible to immediate superiors.
All localities are directed to strictly implement the motto "go to each alley, knock on each house, check each person", detect and immediately handle people coming from epidemic areas or coming from other areas according to local regulations without declaring, people leaving the locality while social distancing without permission from competent authorities according to regulations.
Based on the situation and requirements for disease prevention and control, proactively and flexibly apply necessary measures such as: Restricting some vehicles, requiring people not to leave their residences for a certain period of time, in certain areas and areas on the principle of "whoever is there, is there"; Definitely do not let people spontaneously leave areas where the epidemic is spreading and spread it to other areas and localities; organize forces to ensure security, order and social safety in epidemic areas; take special measures regarding communication and use of means of communication; Call, persuade, mobilize, requisition property, means, equipment and other measures that can be applied in the situationg urgently to promptly prevent the disease from spreading within the scope of management authority. In case of necessity, the Chairman of the Provincial People's Committee shall report to the Prime Minister before applying.
Strictly handle violations, including criminal penalties according to the provisions of law for all acts of non-compliance, obstruction, or opposition to the implementation of regulations and disease prevention and control measures of competent authorities.
The Ministry of Public Security directs local police forces to advise party committees and authorities at all levels and act as the core in organizing the strict implementation of these tasks.
For localities implementing social distancing according to Directive 15 and Directive 16 of the Prime Minister, they must strictly adhere to "policy 1, organize implementation of 10", ensuring strictness and substance. Absolutely do not allow formal social distancing or "tight on the outside, loose on the inside" to occur. From the start of the quarantine: within 14 days, "green zones" must be specifically identified and protected; have specific measures and roadmaps to turn "yellow zones" into "green zones", "orange zones" into "yellow zones" and tightly circle and narrow the "red zones"; Within 28 days, the situation in the area must be controlled and "red zones" must be isolated to the narrowest scope.
Ho Chi Minh City strives to control the epidemic before September 15, 2021. Provinces: Binh Duong, Long An, Dong Nai strive to control the epidemic before September 1, 2021. Other provinces and cities strive to control the epidemic before August 25, 2021. The Ministry of Health provides specific instructions for implementation.
Along with strictly implementing social distancing measures to prevent and control epidemics, ministries, branches and localities proactively develop and implement plans to meet the needs of food, foodstuffs, and essential necessities, absolutely not letting anyone go hungry, and at the same time ensuring safety requirements for disease prevention and control; promptly provide emergency aid and treatment to all people anytime, anywhere.
In addition, the Government also requires synchronous implementation of solutions in the field of health; ensure security and order; production, supply, circulation, and transportation of goods; policies to support and ensure social security; information, communication and information technology applications; ensure funding sources; organization, human resources and strengthening international cooperation.
