(Haiphong.gov.vn) - Within the framework of the working visit program in Korea from April 22 to 27, on April 23, City Party Secretary Le Tien Chau and members of the delegation visited and worked at the Seoul Startup Center, SKC Group, Ministry of Small, Medium Enterprises and Startups, Chung-Ang University and the Vietnamese Embassy in Korea. Accompanied by comrade Le Trung Kien, Member of the Standing Committee of the City Party Committee, Head of the Hai Phong Economic Zone Management Board and leaders of the city's departments, branches and businesses.

Promoting creative start-up cooperation
In the framework of the working program, on the morning of April 23, the city delegation visited the Seoul Startup Hub - Seoul Startup Center. Mr. Joo Yong Sup, former Minister of Small, Medium Enterprises and Startups of Korea, received and worked with the delegation.
Seoul Startup Center is a bridge between global partners and the startup community. Seoul Startup Center is also currently looking for partners in Vietnam to build a support fund for these startup ventures with a capital of up to 5 million USD.
Speaking here, Secretary of the City Party Committee Le Tien Chau emphasized that Hai Phong City People's Committee builds the city's startup ecosystem including communication activities, conferences, and seminars to raise awareness and promote the innovative startup movement; supporting projects, incubating innovative start-up businesses... The City Party Secretary hopes that Seoul Startup Hub will support the city in building a high-tech industrial park to support startups; connecting regional and global startup networks; Build and operate startup business incubation activities based on the advantages of geographical location and Hai Phong's strengths such as marine economy and industry. Especially, evaluate and train existing businesses to reach the marketregional and global; Organize and connect international startup events held in Hai Phong; Call for investment capital for innovative startups in the city.

Create maximum convenience for investors
Also on the same morning, the delegation continued to visit, work and exchange cooperation content with SKC Group. Welcoming the delegation was Mr. Woncheol Park, Chairman of SKC Group. SKC is one of the units in the Energy and Chemicals branch of SK Group, this is one of Korea's No. 1 manufacturers in chemical, energy, and battery products. SKC owns production technologies in the chemical and energy sectors worldwide, and is a leader in the fields of rechargeable batteries, semiconductors and environmentally friendly materials. In June 2023, Hai Phong city and SKC Group signed a Memorandum of Cooperation. After that, SKC Group decided to invest in a factory project to produce technological biodegradable materialsEcovance tower with a total investment capital of 500 million USD, an area of 32,089 m2 in Deep C Industrial Park. Up to now, the project is implementing final procedures to prepare for the Project Commencement Ceremony scheduled to take place on May 11 on the occasion of the Red Poinciana Festival - Hai Phong 2024.
Congratulations and appreciate SKC Group's goodwill to cooperate with the city, and commit to continue accompanying and creating the most favorable conditions for SKC to implement projects effectively and develop sustainably. Comrade Secretary of the City Party Committee informed that Hai Phong is carrying out construction work to establish a new economic zone in the south of the city with the orientation of being an economic, green, and ecological zone, with specific preferential policies, including a free trade zone. The Secretary of the City Party Committee requested that SKC Group pay attention to research to implement SKC's new projects and call on partners and suppliers in SKC's production chain to invest in this new area with many outstanding strengths.
On this occasion, the Secretary of the City Party Committee and leaders of SKC Group witnessed the signing of a memorandum of understanding between the Hai Phong Economic Zone Management Board and Ecovance Vietnam Co., Ltd. to continue promoting mutual cooperation between the parties.
On the same afternoon, the City delegation visited and worked with the Korean Ministry of Small, Medium Enterprises and Startups (MSS). Welcoming the delegation was Ms. Oh Young Ju, Minister of Small, Medium Enterprises and Startups of Korea. MSS's mission is to develop and implement government policies in areas that promote business growth; promote business startups and support micro-enterprises.
Talking with the Minister of Small, Medium Enterprises and Startups of Korea, Secretary of the City Party Committee Le Tien Chau requested the Korean side to create conditions for small, medium enterprises and startups of this country to learn about Hai Phong's business investment environment, thereby seeking opportunities to carry out investment and trade cooperation activities in the city. He wishes to strengthen the connection between Korean small and medium-sized enterprises with Hai Phong businesses, sharing policies, lessons learned, and models on supporting startups and innovation.
Signing a cooperation agreement in the field of education and training

Also in the working program on the afternoon of April 23, City Party Committee Secretary Le Tien Chau led a delegation to visit and work at Chung-Ang University (CAU). Chung-Ang University is a private institution with 30,000 students and nearly 1,000 faculty members. The school includes 10 undergraduate schools and 16 graduate schools. CAU plays a leading role in nurturing the country's intellectuals, being a leading organization providing quality education with many bachelor's, master's and doctoral programs.
At the meeting, Secretary of the City Party Committee Le Tien Chau proposed that the two sides increase the exchange of lecturers and students, especially linking university-level training according to the 3+1, 2+2 program model in English, as well as coordinating research to promote international cooperation projects between Korea and Vietnam. The City Party Secretary also informed that Hai Phong city currently has 4 universities and more than 30 colleges, intermediate schools and vocational education establishments. The main training occupations are maritime, medical, construction, information technology, accounting, pedagogy, economics, tourism, business administration... In addition, the city focuses on training high-quality human resources, accelerating digital transformation, modernizing facilities and equipment, etc.Innovate programs and methods of training and developing teachers, experts, and managers in vocational education..., providing good quality human resources to serve development.

Hai Phong University and Chung-Ang University signed an educational cooperation agreement.
On this occasion, the Secretary of the City Party Committee witnessed the signing ceremony of a cooperation agreement between Hai Phong University and Chung-Ang University. Accordingly, the two sides agreed to cooperate and work together towards internationalization of higher education. Cooperation programs include: Exchange of lecturers and students; Joint research projects; Conferences, cultural seminars and other joint programs.
Create favorable conditions to help the Hai Phong community in Korea
At the end of the afternoon of the same day, the City delegation visited and worked at the Vietnamese Embassy in Korea. Comrade Vu Ho, Ambassador Extraordinary and Plenipotentiary of Vietnam in Korea received and worked with the delegation.
At the meeting, the Secretary of the City Party Committee informed the Embassy about the city's economic and social situation. Comrade Secretary of the City Party Committee hopes that the Vietnamese Embassy in Korea will support calling for investors and large, reputable Korean corporations to invest, build and develop research and development facilities in the city. Especially high-tech production projects in the fields of electronics, semiconductor technology, chip production, logistics, and renewable energy; education and training such as vocational training, Korean language teaching, international schools; Medical services, high quality health care, real estate business, construction projects and housing supply for experts, workers, and laborers in industrial parks and concentrated industrial clusters...
Vietnam Ambassador Extraordinary and Plenipotentiary to Korea Vu Ho congratulated the achievements that Hai Phong has achieved recently, and emphasized that the city is a locality that attracts many leading Korean businesses and corporations to invest, initially bringing positive results, contributing to strengthening cooperation between Hai Phong and Korea. The Embassy will accompany and support the city to call for work with organizations and investors interested in education and training, in conjunction with universities, colleges, and vocational schools in Hai Phong city to train high-quality human resources, and support the introduction of Korean language teaching programs at all levels of education. At the same time, pay attention to and support the Hai Phong community in Korea, connecting the Hai Phong community in Korea with the city.
