(Haiphong.gov.vn) - After 1/2 day of urgent work, with a high sense of responsibility, the 23rd Session (Thematic Session) of the XVI City People's Council, term 2021 - 2026, completed the proposed program contents and was a great success.
Delegates vote at the Session.
At the meeting, the City People's Council reviewed the Proposals of the City People's Committee, the verification reports of the City People's Council Committees, and the draft Resolution presented by the Secretary of the meeting. The City People's Council delegates raised their sense of responsibility, carefully researched the issues and voted and unanimously passed 11 Resolutions, including:
1. Policy of contributing funds from the city budget to implement the Lao Cai - Hanoi - Hai Phong railway construction investment project (section passing through Hai Phong city).
2. Amending and supplementing a number of articles of the Regulation on principles, criteria, and norms for allocation of public investment capital from Hai Phong city's budget for the period 2021 - 2025 issued together with Resolution No. 12/2020/NQ-HDND dated December 22, 2020.
3. Adjusting and supplementing the list of land areas for bidding for investment projects using land in Hai Phong city in the period of 2025 - 2026.
4. Regulating the content and spending levels of implementing science and technology tasks using Hai Phong city budget.
5. Issue a list of public services using state budget in the field of natural resources and environment in Hai Phong city.
6. Regulations on environmental protection fee rates and units for mineral exploitation in Hai Phong city.
7. Decision to establish a number of specialized agencies under the People's Committee of Hai Phong city.
8. Regimes and policies to provide additional support to cadres, civil servants, public employees, and workers in implementing organizational arrangements of the political system in Hai Phong city.
9. Amending and supplementing a number of articles of Resolution No. 02/2023/NQ-HDND dated July 18, 2023 of the City People's Council on building new rural areas in Hai Phong city for the period 2021 - 2025 and Resolution No. 11/2024/NQ-HDND dated October 4, 2024 of the City People's Council amending and supplementing a number of articles of Resolution No. 02/2023/NQ-HDND dated July 18, 2023.
10. Amending Resolution No. 11/NQ-HDND dated June 29, 2021 of the City People's Council on establishing the Office of the National Assembly Delegation and the City People's Council.
Chairman of the City People's Council Pham Van Lap and Vice Chairman of the City People's Council Bui Duc Quang presented flowers to congratulate comrade Pham Van Khanh.
The meeting also carried out content on human resources work under the authority of the City People's Council. Accordingly, comrade Pham Van Khanh, City Party Committee member, Secretary of the District Party Committee, Chairman of the People's Council of Kien An district was elected to hold the position of Head of the Urban Committee of the City People's Council term XVI, term 2021 - 2026.

In closing remarks at the meeting, Chairman of the City People's Council Pham Van Lap acknowledged and appreciated the Departments, branches and localities assigned to prepare draft resolution documents, and the City People's Council Committees worked responsibly and very urgently to promptly submit content to the City People's Council to ensure quality and comply with regulations.
In order for the Resolutions to be implemented effectively, the Chairman of the City People's Council requested that, immediately after the meeting, the City People's Committee urgently direct the development and implementation of a plan to organize the implementation of the Resolutions. It focuses on a number of key contents: Urgently issue decisions on the functions, tasks, and powers of specialized agencies according to the new organizational structure, so that the agencies can go into operation as soon as March 1, 2025, ensuring smoothness, rhythm, and efficiency. Quickly complete procedures, arrange enough funding, to create the most favorable conditions for those who leave their jobs due to streamlining the apparatus. Continue to coordinate closely with central agencies and localities to accelerate the progress of completing road construction project documents.n Lao Cai - Hanoi - Hai Phong high-speed railway. Complete documents submitted to the City People's Council at the latest meeting on continuing to allocate detailed capital to programs and projects to accelerate construction progress and disbursement of public investment capital in 2025.
The Chairman of the City People's Council requested the Standing Committee of the City People's Council, Committees, Delegate Groups and City People's Council delegates to focus on closely monitoring the implementation process to ensure serious, complete and effective implementation of the Resolutions issued by the City People's Council./.
