Reporting at the conference, Minister of Planning and Investment Nguyen Chi Dung said: In the 2020 plan, the total investment capital for development of the state budget approved by the XIV National Assembly is 470,600 billion VND. Cumulative disbursement from the beginning of the year to the end of July 31 is 193,040 billion VND, reaching 40.98% of the plan assigned by the Prime Minister. Estimated disbursement by August 31 is VND 221,769 billion, reaching 47% of the plan (same period in 2019 reached 41.39% of the plan). Of which, central budget capital reached 37.8% of the plan and local budget capital reached 55.1% of the plan.
Thanks to the drastic and close guidance of the Government and the Prime Minister along with the urging and removal of difficulties and obstacles in capital disbursement by the Working Groups led by the Prime Minister, Deputy Prime Ministers, Ministers of Planning, Investment and Finance, the disbursement progress from the end of July until now has had positive changes. There are 5 ministries, central agencies and 19 localities with a disbursement rate of over 60%; 29 ministries, central agencies and 6 localities have disbursement rates below 35%. Among them, 15 ministries, central agencies and 1 locality have a disbursement rate of less than 15%...
Minister of Planning and Investment Nguyen Chi Dung also pointed out the reasons for slow disbursement such as: The planning for investment of central budget capital is not close to reality, the ability to allocate capital and the ability to disburse capital leads to not being able to allocate all the planned capital. The method of disbursement of public investment capital is fundamentally different from disbursement of regular capital, it must be in large volume to be able to carry out payment procedures with the state treasury, and is not regular or periodic like regular expenditure. Compensation and site clearance work faces many difficulties, problems regarding unit prices, compensation plans, and difficulties in relocating utility works. This is a major bottleneck for the implementation of public investment projects.
In addition, the organization and implementation work at ministries, central and local agencies still has many shortcomings; Industry levels have not really participated, the roles and responsibilities of leaders have not been promoted and are not clear; Propaganda work to people about compensation policies and site clearance support is still incomplete and lacks transparency; People have not yet agreed on compensation policy; Some investors have not actively implemented payment and settlement procedures; The professional capacity of some project managers, supervision consultants, contractors... is still limited and does not meet the requirements.
In addition, in the first months of the year, due to the impact of the COVID-19 epidemic and 2020 is the last year of the medium-term public investment plan, there are many more reasons that affect the progress of disbursement of public investment capital.

By the end of July, Hai Phong State Treasury had disbursed 4,355,817 billion VND, equal to 53.95% of the plan assigned by the Prime Minister, equal to 35.1% of the plan assigned by the City People's Council. It is estimated that by the end of August 31, Hai Phong disbursed 5,853.519 billion VND, equal to 63.83% of the plan assigned by the Prime Minister, equal to 47.17% of the plan assigned by the City People's Council... Thus, the disbursement rate of public investment capital in 2020 is equivalent to the rate of disbursement of public investment capital compared to the same period in 2019, but in 2020 there is a large absolute number.about 15% more than in 2019. Hai Phong is a locality that balances its own budget in the context of the economy being affected by the COVID-19 pandemic. Such an investment capital disbursement rate is a great effort of the city.
Chairman of the City People's Committee Nguyen Van Tung also proposed and proposed that the Government not withdraw the central capital allocated to Hai Phong in 2019 of nearly 475 billion VND and allow continued disbursement of the above capital until December 31, 2020. At the same time, we request the central ministries and branches to pay attention and support the quick settlement of investment procedures for a number of group A projects that are being submitted to the ministries and branches so that the city can soon start construction of the above projects. At the same time, we request the Prime Minister and central ministries to pay attention, quickly approve and adjust the implementation time in the decision on investment policy of the project "urban transport development in Hai Phong city" so that the city can soon disburse and complete the project. To contribute to developmentof the country, Hai Phong city is determined to disburse 100% of public investment capital in 2020.
