On the morning of March 20, the Urban Committee of the City People's Council held a Conference to verify the Draft Resolution documents submitted by the City People's Committee at the meeting on assigning the People's Committee of Quang Ninh Province as the managing agency to implement the Project to renovate and upgrade Da Bac Bridge on National Highway 10. Comrade Pham Van Khanh, Head of the Urban Committee of the City People's Council chaired the Conference. Attending the Conference were Vice Chairman of the City People's Council Nguyen Khac Toan and leaders of a number of relevant departments, branches and branches.
Da Bac Bridge is located on National Highway 10 connecting Quang Ninh province with Hai Phong city. The current condition of the bridge has a cross-section width of 12m, which is not synchronized with the road at both ends of the bridge that has been invested and built. The renovation and upgrading of Da Bac bridge is necessary, in order to gradually complete, improve capacity, create a synchronous traffic system, inter-regional connection between Quang Ninh province and Hai Phong city, contributing to socio-economic development and trade between localities in the project area.
Regarding investment scope, the starting point is at Km5+884/QL.10, in Yen Tu ward, Quang Ninh province; The end point is at Km6+685/QL.10 in Bach Dang and Luu Kiem wards, Hai Phong city. The total length of the bridge and path is 0.80km, of which the bridge length (to the end of the abutment) is 0.52km, the path length is about L=0.28km (0.119km on the Quang Ninh side and 0.162km on the Hai Phong side). Project implementation location is in Yen Tu ward, Quang Ninh province and wards: Bach Dang and Luu Kiem, Hai Phong city. The expected capital source is the Quang Ninh province budget and Hai Phong city budget. Project implementation time is 2026 - 2028.
After listening to the reports and opinions of the delegates, Mr. Pham Van Khanh, Head of the Urban Committee of the City People's Council, agreed that the City People's Committee would submit to the City People's Council the policy of assigning the People's Committee of Quang Ninh province as the managing agency to implement the project to renovate and upgrade Da Bac bridge on National Highway 10. This is an important project in completing the transportation infrastructure system on National Highway 10, enhancing inter-regional connectivity between the two provinces. Phong and Quang Ninh, contributing to promoting regional socio-economic development. The assignment of the People's Committee of Quang Ninh province to implement the project is in accordance with the practical situation and legal regulations on state budget and public investment.
Comrade Head of the Urban Committee of the City People's Council requested the City People's Committee to direct Departments, branches and localities to proactively advise the City People's Committee to coordinate closely with the People's Committee of Quang Ninh province to soon complete the dossier and submit it to the Prime Minister for consideration and decision to assign the managing agency to implement the project; At the same time, fully organize and deploy the following processes and procedures in accordance with the provisions of the Law on Public Investment and relevant legal regulations. Advise on building and unifying a specific and clear coordination mechanism, which fully defines the responsibilities of each locality during project implementation, especially in site clearance, construction organization, progress monitoring and handling of arising problems, ensuring that overlaps do not occur.cross or irresponsible.
