(Haiphong.gov.vn) - The City's Steering Committee for administrative reform, digital transformation and Project 06/CP (Steering Committee) issued Plan 36/KH-BCĐDA06 on implementing the Project to develop application of population data, electronic identification and authentication to serve national digital transformation in the period 2022 - 2025.
The plan aims to enhance the responsibility of leaders at all levels and branches in the guiding spirit of "don't say no, don't say it's difficult, don't say yes but don't do it", promote the determination "when you say you do it, when you do it you get results", "just talk about doing it, don't talk back"; unifying the awareness, actions and implementation of leaders in digital transformation, ensuring the principle of "5 issues - 4 throughout - 3 values - 2 awareness - 1 determination" to successfully implement Project 06/CP in the city. Continue to deploy and implement drastic, synchronous and effective solutions to complete the outstanding tasks of Project 06/CP in 2024 and the tasks of the year2025 according to the roadmap of the Government, the Ministry of Public Security and other ministries, branches and localities; inherit and promote digitized and cleaned data to develop applications and utilities for people and businesses and contribute to building and developing the National Data Center and the digital transformation program of Hai Phong city.
Accordingly, the Plan requires a full understanding of the meaning, role and importance of Project 06/CP for socio-economic development; It is necessary to identify Project 06/CP as one of the most important political tasks of all levels, branches and localities, contributing to promoting social governance in a modern and civilized direction; create a favorable environment for production and business; promote utilities to serve people and businesses; creating jobs for people... On the basis of exploiting utilities from specialized databases, the national database on population, electronic identification and authentication, and researching good models and creative ways of other localities, Departments, branches, branches, and People's Committees at all levels continue to research and participate.advise the City People's Committee to pilot new models and replicate successfully implemented models, bringing many positive and outstanding results. The implementation process must be in accordance with regulations, substantive, effective, avoiding overlap, scattered investment, waste, especially avoiding formality, ensuring the required objectives and requirements and in accordance with the situation and characteristics of the city. Closely follow Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo on breakthrough development of science, technology, innovation and national digital transformation, along with key tasks and solutions in the Government's Action Program to implement Resolution No. 57-NQ/TW with the spirit of implementation associated with the 5 "acceleration and breakthrough". Heads of departments, branches, branches, district People's Committees,Thuy Nguyen district and city (district-level People's Committee) must truly have high determination, act with effort and have specific commitments to each assigned task; Select appropriate human resources to implement effectively in the direction: "clear people, clear tasks, clear time, clear results, clear responsibilities", attaching responsibility to each assigned leader of departments, branches, branches, and district-level People's Committees.
In 2025, Departments, branches, branches and People's Committees at all levels need to focus on implementing the Law and guiding documents approved by the National Assembly. Ensuring 100% of administrative procedures related to businesses are carried out online, smoothly and effectively; 100% administrative procedures are not limited by administrative boundaries. Review, reduce, and simplify administrative procedures in a substantive manner according to Directive No. 16/CT-TTg dated May 20, 2024 of the Prime Minister on continuing to promote reduction and simplification of administrative procedures at ministries, branches, and localities to serve people and businesses. Proactively research and propose to abolish, amend and supplement regulations, reduce requirements and conditions of documents and implementation processes to ensure review efficiency; Effective control of coordination mechanismConnecting between units in implementing administrative procedures and administrative regulations, aiming to reduce the time to resolve administrative procedures for people and businesses.
Accelerate connection and sharing of important data in fields such as population, justice, education, banking, tax, insurance, businesses, land, and vehicles. Regularly organize training, fostering, and training programs to improve digital knowledge and skills for officials, civil servants, public employees, people, and businesses. Complete the reorganization of science and technology organizations; Focus on key investments to develop effective and efficient research organizations; have specific plans to build high-quality human resources. Promote non-cash payments and payments in all areas of social life. Continue to implement 43 pilot models according to Coordination Plan No. 62/KHPH-TCDA06/CPTW-BCĐDA06/CPHP dated June 28, 2023between the Central Project 06/CP Implementation Working Group and the Steering Committee of Project 06/CP of Hai Phong city on implementing tasks under Project 06/CP in Hai Phong city and 14 learning models in Hanoi city according to Plan No. 128/KH-BCDA06CP dated October 28, 2024 to implement 14 models under Project 06/CP in Hai City Department in 2024. Research, advise, and propose solutions to reduce, abolish, and transfer the authority to resolve administrative procedures from the district level to the commune level. Research solutions to decentralization, authorization, and reduction of administrative procedures at all levels, especially for localities with people living in island districts.
