(Haiphong.gov.vn) - On the afternoon of July 8, Vice Chairman of the City People's Committee Nguyen Duc Tho chaired a meeting to hear a report on the implementation of the Project to renovate and upgrade National Highway 10, section from Da Bac bridge to Kien bridge. Also attending were representatives of leaders of relevant departments, branches, localities and units.

This is a key transportation project to promote connectivity and economic development in localities: Hai Phong - Hanoi - Quang Ninh, promoting the role of exploiting routes: Hanoi - Hai Phong expressway; Quang Ninh - Hai Phong expressway; National Highway 37; Highway 5 and the Northern Delta.
According to the Project Management Board's report, the total land use area for the project is 47.58 hectares, of which National Highway 10 section from Da Bac bridge to Kien bridge is 39.31 hectares. Up to now, Thuy Nguyen district has handed over to the Project Management Board 26,997 hectares, estimated at about 68,677%. For the construction of 2 resettlement areas of 8.27 hectares, Thuy Nguyen district is currently focusing on determining the origin of land and inventorying it as a basis for making a land clearance compensation plan. In particular, Kien Bai resettlement area has conducted an inventory and is determining the land origin of 125/141 households; Luu Kiem resettlement area has completed inventory, determined land origin and established compensation plans for 102/102 households.
Regarding construction work, on the area of clean land handed over, contractors are focusing on mobilizing human resources, means and equipment to ensure construction is on schedule.

After listening to reports of departments, branches and localities at the meeting, Vice Chairman of the City People's Committee Nguyen Duc Tho emphasized that this project, when completed, will strengthen capacity, gradually synchronize the traffic system in the region, contribute to reducing traffic accidents, and promoting socio-economic development of Hai Phong city in particular and the Northern Delta region in general. Therefore, to ensure construction progress, the Project Management Board and Thuy Nguyen district need to focus on accelerating site clearance work, focusing on reviewing and promptly removing difficulties and obstacles related to site clearance and resettlement areas. Regarding the inventory of residential land, the Vice Chairman requested the Project Management Board to coordinate with the Department of Natural Resources and Environment and other units.The authorities clearly determine the origin of land related to old National Highway 10 to prepare compensation and support plans to ensure compliance with regulations.
For the construction of the road, it is necessary to review and resolve the recommendations of people and organizations that are currently having problems with many areas of trees, crops, aquaculture lagoons... that have not been supported or moved; underground infrastructure works such as electricity, water, telecommunications... The Vice Chairman of the City People's Committee also noted that there are currently 3 bridges on the route, so priority should be given to focusing on the construction of 3 bridges first. During the implementation process, there should be reasonable construction measures and barriers to ensure traffic safety; Request the Project Management Board to continue maintaining the weekly reporting regime to promptly handle arising situations without affecting the progress of the project.
The project to renovate and upgrade National Highway 10, the section from Da Bac bridge to Kien bridge, has a total investment of more than 1,220 billion VND, from the city budget, the construction investment scale includes: Renovating, upgrading, expanding 12.9km of road according to the scale of level III plain road, 4 lanes. Build 03 new bridges next to the old bridges including: Hang Luong bridge, Gia bridge and Trinh Xa bridge, 02 resettlement areas, including: Resettlement area in Kien Bai commune with an area of 4.22 hectares including 224 resettlement lots and Resettlement area in Luu Kiem commune with an area of 4.05 hectares including 196 resettlement lots. The project is implemented through 8 communes including: Kien Bai, Thien Huong, Thuy Son, Dong Son, Kenh Giang, Luu Kiem, Luu Ky, and Gia Minh (Thuy Nguyen district).
