Accordingly, the city transforms its agricultural growth model towards large-scale concentrated production, modern, advanced and environmentally friendly technology with high added value. Restructuring according to industry sectors
In the period 2021 - 2025, in the field of cultivation, convert low-yield and ineffective rice cultivation land to produce agricultural and aquatic products with high economic efficiency, develop agricultural production zones and areas applying high technology according to approved planning.
Continue to implement land registration, land exchange, and land funds to attract businesses, organizations, and individuals to invest in agriculture, with priority given to encouraging businesses, organizations, and individuals to participate in the production, preservation, preliminary processing, processing, and consumption of agricultural products in the direction of applying high technology, chain production to serve the domestic and export markets.
In animal husbandry, encourage the development of concentrated animal husbandry according to planning, develop organic animal husbandry, apply high technology, and focus on improving breeds in the direction of increasing productivity and quality. Expand the scale of high-yield pig herds, apply advances in breeds, feed, and housing towards concentrated, industrial-scale farming. Increase farming output, change breed structure towards increasing the proportion of colored feathered chickens (Lien Minh chickens, Dong Tao chickens, Dong Tao hybrid chickens, hybrid Ri chickens, super egg chickens...); develop livestock such as buffaloes, cows, goats, rabbits, waterfowl, bees... suitable to each ecological region and market needs.
For the fisheries sector, develop aquaculture in an effective and sustainable direction, protect the ecological environment, apply technical advances, and implement product consumption linkages for concentrated production areas. Reorganize seafood exploitation activities in open and coastal areas and reasonable inland exploitation, linking the livelihood development of the fishing community with aquaculture and ecotourism.
Enhancing the role of agricultural cooperatives in the process of restructuring the agricultural sector
In recent times, the agricultural cooperative model in the city has increasingly affirmed its important role in orienting, supporting and improving economic efficiency for people's agricultural products. In the period 2021 - 2025, the city focuses on prioritizing the development of cooperatives associated with the development of craft villages and building new rural areas. Promote operational support and increase the autonomy of cooperatives through forums in the agricultural sector, create opportunities for linkages in agricultural production and business, and promote cooperation, sharing and exchange of typical cooperatives in specialized fields.
Building new rural areas is associated with restructuring the agricultural sector to improve competitiveness, added value, respond to climate change and sustainable development. Form and expand industrial zones, clusters, and craft villages in the area. Research and develop rural agricultural tourism products, promote cultural values, unique landscapes and consumption of local agricultural products... to improve people's livelihoods, increase income, and contribute to building sustainable new rural areas.
In this Plan, the City People's Committee sets out the requirement to strengthen the roles and responsibilities of leaders at all levels and local sectors, and encourage the participation of political and social organizations to create synergy to effectively organize and implement the goal of restructuring the agricultural sector in the 2021-2025 period.
