Localities create favorable conditions for creative startups to carry out administrative procedures related to production and business.
There are still many barriers to the startup ecosystem
Resolution No. 01/NQ-CP dated January 1, 2020 of the Government on the main tasks and solutions to implement the socio-economic development plan and state budget estimate for 2020, stating the improvement of the investment and business environment, enhancing national competitiveness, strongly developing enterprises in both quantity, scale and quality, promoting enterprise restructuring, promoting Creative entrepreneurship is one of the solutions to implement strategic breakthroughs, innovate in-depth growth models based on the application of modern technology, increase labor productivity, use resources effectively and enhance economic autonomy.
However, according to the reflection of the creative startup community (also known as startups), it shows that our country's creative startup ecosystem still has many difficulties, barriers, and is less competitive than other countries in the region. The main limitations are due to the business environment not being really favorable for startups, regulations on business conditions not consistent with the requirements of the Fourth Industrial Revolution; lack of support for research facilities; Financial support from the state budget is limited, procedures are complicated; There is no legal corridor for new products and services; Technology human resources are lacking in both quality and quantity, etc.
In order to create favorable conditions for innovative start-up businesses, the Prime Minister requests ministers, heads of ministerial-level agencies, heads of Government agencies, and Chairmen of People's Committees of provinces and centrally run cities to focus on directing and organizing the highly effective implementation of solutions and tasks.
The Prime Minister assigned the Ministry of Planning and Investment to urge and request business registration agencies in localities to provide detailed instructions and create favorable conditions for creative start-up businesses to compare and record businesses that are not included in the business industry codes according to current regulations in the national database on business registration.
The Ministry of Planning and Investment shall preside over and coordinate with relevant ministries, branches, agencies and the National Assembly's Economic Committee to soon propose to the Government to amend the Investment Law in the direction of creating favorable conditions for foreign investors to establish, contribute capital, buy shares and capital contributions of innovative startup investment funds in Vietnam; Develop a draft Decree on incentive and incentive mechanisms and policies for the National Innovation Center and submit it to competent authorities in the first quarter of 2020.
The Ministry of Science and Technology continues to highly effectively implement the Project to support the national innovation startup ecosystem until 2025, perfecting the state management mechanism for creative startup activities; Review and build a database of science and technology organizations, research centers, technology incubators, public and non-public start-up and innovation support organizations across the country; Research and propose solutions to promote connection and cooperation between organizations, reporting to the Prime Minister in the first quarter of 2020.
Support 3 innovation and startup centers

The Ministry of Education and Training researches and proposes solutions related to developing businesses in universities, promoting creative startups at universities, reporting to the Prime Minister in the first quarter of 2020; Direct and support universities to build new and expand training programs in new technologies and core technologies of the Fourth Industrial Revolution; develop content and training programs to provide students with knowledge about entrepreneurship and creativity; Developing forms of training cooperation between universities, research institutes and technology enterprises to improve the efficiency and quality of training for new technology industries.
Establishing a capital trading floor for startups
The Ministry of Finance presides over and coordinates relevant ministries and branches to research and develop a project to establish a capital trading floor for innovative startups, reporting to the Prime Minister in 2020 - 2021; Preside over and guide accounting for businesses with creative startup investment activities, companies manage creative startup investment funds, creative startup investment funds, and report to the Prime Minister in the second quarter of 2020.
The Ministry of Labor, War Invalids and Social Affairs supports consulting on labor policies (employment, wages, social insurance, vocational education, labor safety) for creative startups, reporting to the Prime Minister in the first quarter of 2020; Direct schools within their management to increase support for students to start businesses; Pay attention to building a startup ecosystem in schools; Connect with businesses, researchers, and creative startups to promote the entrepreneurial spirit of students, reporting to the Prime Minister in the first quarter of 2020.
The Ministry of Labor, War Invalids and Social Affairs guides and widely disseminates processes and procedures for granting work permits to highly qualified foreign workers coming to Vietnam in high-tech industries, information technology, and core technologies of the Fourth Industrial Revolution. Adjust vocational training programs of colleges and secondary schools towards enhancing professional skills training; Introducing creative entrepreneurship training content into the training program; Open vocational training programs specialized in information technology that the labor market is and will have demand, reporting to the Prime Minister in the first quarter of 2020.
Create a favorable legal corridor for technology businesses
