(Haiphong.gov.vn) - On the afternoon of April 22, in Hanoi, the Secretariat organized a national online conference to thoroughly grasp and implement Directive 32 of the Secretariat on strengthening the Party's leadership in the fight against illegal, unreported, unregulated (IUU) fishing and sustainable development of the fisheries industry.
Comrades: Truong Thi Mai, Politburo member, Standing member of the Secretariat, Head of the Central Organizing Committee; Nguyen Trong Nghia, Secretary of the Party Central Committee, Head of the Central Propaganda Department; Tran Luu Quang, Deputy Prime Minister; Le Minh Hoan, Minister of Agriculture and Rural Development co-chaired the Conference.

At the Conference, delegates heard the Minister of Agriculture and Rural Development report on the main contents of Directive 32 of the Secretariat; Deputy Prime Minister Tran Luu Quang reported on the action program to implement Directive 32 of the Government Party Committee; Representatives of leaders of ministries, branches and localities discussed solutions and recommendations to remove IUU yellow card warnings...
Speaking at the Conference, comrade Truong Thi Mai, Permanent Secretary of the Secretariat emphasized that after the European Commission (EC) warned of a "yellow card" for Vietnamese seafood in 2017, Party committees, authorities, political systems, coastal localities, and fishermen are clearly aware of the impact on exploitation and fishing activities. Since then, there have been timely changes in awareness, actions and increasingly more substantial changes. However, due to some limitations, the EC has not removed the "yellow card" warning for Vietnamese seafood. This not only negatively affects seafood export activities, but also affects the lives of millions of fishermen and Vietnam's position and image in the international arena. Previous EC inspections highlight a number of recommendationsrelated to improving the legal framework; monitor and manage the fleet; traceability of seafood origins and law enforcement activities of authorities...

With determination and drastic actions, Vietnam is determined to remove the "yellow card" in 2024 and maintain sustainable results. To achieve the above goal, the Standing Comrade of the Secretariat requested all levels of Party committees, Party organizations, authorities, Fatherland Front, and socio-political organizations to promote propaganda and dissemination of laws, raise awareness of party committees, Party organizations, authorities, officials, party members, businesses and fishing communities in coastal and island areas on sustainable development of the fisheries industry and combating IUU fishing. It is necessary to study the experiences and best practices of countries that have received warnings and successfully removed the EC's "yellow card" to apply and implement in the future. Focus on preserving, protecting and developing aquatic resources; develop nThe fisheries sector must be associated with ensuring social security, sustainable livelihoods, and improving the material and spiritual lives of fishermen and related workers; building national defense and security posture at sea, contributing to firmly protecting the Fatherland's sea and island sovereignty. Along with that, it is necessary to have policies to sustainably develop the fisheries industry, contributing to socio-economic development in general and enhancing the image and position of the country internationally.
To remove the "yellow card", relevant ministries, branches, units and localities uphold the sense of responsibility of heads of Party committees, local authorities, socio-political organizations and individual fishermen. Organize testing, inspection, supervision, reward and praise of collectives and individuals with outstanding achievements; Consider responsibility and strictly handle violating organizations and individuals.
