On November 15/November/2023, the People's Committee of Hai Phong city issued Decision No. 3881/QD-UBND on the Decision approving the investment policy of the investment project to build a housing area in Vinh Niem ward, district Le Chan with some main content as follows:
1. Project goals:
– Concrete the housing development program and land use plan approved in 2022 of Hai Phong city.
– Gradually contribute to beautifying the district's urban area, avoiding wasting land resources.
– Forming a concentrated residential area with attractive technical and social infrastructure conditions, attracting many people to live, contributing to creating a premise for Le Chan district to become a dynamic urban area, contributing to the overall development of the city.
– Attract investors, pay taxes into local budgets and state budgets according to general regulations, creating new resources for regional development.
2. Project scale:
– The expected land area for use is 16,555.79m2.
– Products and services provided: Commercial and service areas, high-rise housing (commercial housing for sale), preschool education facilities and technical infrastructure works and internal roads.
– Expected architectural scale of construction:
+ Construction of high-rise apartment buildings combined with trade and services: A 27-storey building and technical tower; Total construction floor area is about 186,282.32.
+ Trees, yards, internal roads and technical infrastructure.
– Preliminary housing product structure and land fund reservation for social housing development: Total housing construction floor area of the project is about 91,785.4 m2; including 1,211 commercial housing units for sale, the project does not reserve land fund for social housing development.
– Preliminary construction investment plan: The winning investor will build the project items according to the expected architectural scale, detailed according to the approved 1/500 scale detailed planning project and the construction designs will be appraised and approved according to regulations.
– Preliminary plan for management, exploitation and operation of technical infrastructure inside and outside the project scope:
+ Regarding technical infrastructure within the project: Investors are responsible for investing in construction, exploitation, management and use according to regulations.
+ Regarding technical infrastructure outside the project: The investor is responsible for coordinating with relevant agencies and units to invest in synchronous connection with the technical infrastructure system within the project scope and hand over these works to competent state agencies with documents related to the exploitation and operation of these works.
– Project location in urban area; not within the scope of protection of relics recognized by competent authorities as national relics or special national relics; not in the restricted development area or the historic inner city (determined in the urban planning project) of a special urban area.
3. Total expected investment capital: 2,894,953,208,000 VND (Two thousand, eight hundred ninety-four billion, nine hundred fifty-three million, two hundred and eight thousand VND even).
4. Project operation time: 50 years.
5. Project implementation location: Vinh Niem ward, Le Chan district, Hai Phong city.
6. Project implementation progress:
– Progress of capital contribution and mobilization of capital sources: according to investment and construction progress of works under the project.
– Basic construction progress and putting the project into operation: 60 months from the date the City People's Committee issued the Decision on winning the auction of land use rights to implement the project.
7. Incentives, investment support and applicable conditions: The project is not eligible for investment incentives according to investment laws.
