(Haiphong.gov.vn) - On the afternoon of July 13, Chairman of the City People's Committee Nguyen Van Tung, Head of the City Planning Steering Committee, chaired an online conference to implement Hai Phong City Planning for the period 2021 - 2030 with a vision to 2050. Attending the conference were Vice Chairman of the People's Council and City People's Committee; leaders of departments, branches and units. At the bridge points of the districts, there was the attendance of the Chairman and Vice Chairman of the People's Committees of the districts.
Overview of the Online Conference.
The first time implementing integrated city planning
City planning is responsible for orienting development, arranging space, allocating resources for socio-economic activities, defense, security, environmental protection at the city and inter-district levels and orienting the layout at the district level. At the same time, overlapping plans that affect development investment will be eliminated. This is also the basis for comprehensive and unified leadership, direction and management in socio-economic development, creating driving force for the development of production, business, and social security... From the perspective of preparing Hai Phong City Planning for the period 2021-2030, the vision to 2050 must ensure suitability, consistency, and synchronization with the goals and orientation of the Development Strategy. Social economy 10 years 2021-2030; Socio-economic development plan5 years 2021 – 2025; National Strategy on green growth and sustainable development of Vietnam's marine economy to 2030, vision to 2045, international treaties of which Vietnam is a member country.

At the Conference, Mr. Nguyen Hoang Long - Director of the Department of Finance said that on September 15, 2020, the Prime Minister issued Decision No. 1412 approving the task of planning Hai Phong city for the period 2021-2030, with a vision to 2050. According to the Director of the Department of Finance, this is the first time implementing city planning according to the provisions of the Law. Planning will inevitably lead to difficulties and problems. In particular, city planning is being developed while national and regional planning is also in the process of being prepared, so determining viewpoints, development goals and spatial arrangement in the area will be difficult because the sectors have not yet completed the national sector planning. With that, this is also the first time that city planning has been implemented using an integrated method with many new contents, both general and specific, while the promulgation of documents detailing the implementation of the Planning Law is not complete, the provisions in the guiding documents under the Law still have some contents that do not ensure consistency with the provisions of the Planning Law.
Chairman of the City People's Committee Nguyen Van Tung emphasized the guiding opinions at the Conference, establishing the City Plan for the period 2021 - 2030, with a vision to 2050, is a particularly important task.

The conference heard discussions from departments, branches and localities of the city on detailed implementation plans, problems related to guidance on new planning regulations in the city planning process, coordination work to manage planning projects well...
In concluding remarks, Chairman of the City People's Committee Nguyen Van Tung acknowledged and highly appreciated the standing agency, the Department of Finance, for carefully preparing the initial contents in implementing City Planning in the coming time.
The Chairman affirmed that city planning is a particularly important task, integrating many industries and fields, therefore agencies, units and localities must identify this as a key and important task that requires focusing time and arranging human resources to participate in city planning.
The Chairman emphasized that the planning goal must maximize the potential and specific advantages of the city in terms of its strategic geo-economic and political position as a port city, determining the role of the sea, tourism, seaport services, industrial development, expanding space, enhancing the city's defense and security potential... Ensuring the successful implementation of Resolution No. 45-NQ/TW dated January 24, 2019 of the Politburo on building and developing Hai Phong city to 2030, with a vision to 2045, including a roadmap to strive for Hai Phong to become a modern, smart and sustainable industrial city of Southeast Asia's caliber by 2030; By 2045, Hai Phong must have a high level of development among the leading cities in Asia.
The Chairman requested the Department of Finance, immediately after the Conference, to focus on implementing the contents, coordinate closely with ministries and central branches, and regularly report to the Steering Committee on progress and planning content. Departments, committees, branches, and districts coordinate with consulting units to provide full information, data, documents, programs, projects, and proposed development plans of the industry and localities to integrate into the city's planning; Carry out survey tasks... Based on the current status of local units, the Chairman requested the consulting unit to clarify overlapping contents in recent times, helping the city research and pilot application of specific development mechanisms and policies. Planning work ensures consistencyt, quality, order and procedures for preparation and appraisal according to the provisions of the Planning Law, ensuring progress by April 2022 for submission to the Prime Minister.
