On the morning of February 25, in Hanoi, the Politburo and the Secretariat organized a national conference to research, study, and thoroughly grasp Resolution No. 79-NQ/TU on state economic development and Resolution No. 80-NQ/TU on Vietnamese cultural development. The conference aims to help cadres and party members master the core contents, thereby building a practical action program with the spirit of "saying it, doing it until the end".
Resolution No. 79-NQ/TU (issued on January 6, 2026) reaffirms that the state economy plays a leading role and is a particularly important component in the socialist-oriented market economy.
State economic content includes: land, resources, budget, national reserves, state-owned enterprises (SOEs) and public service units. The key role is demonstrated by ensuring macroeconomic stability, guiding development strategies, maintaining national defense and security and being a resource for the State to intervene promptly in response to urgent requirements.
Strategic goals:
Resolution No. 80-NQ/TU (issued on January 7, 2026) identifies culture as an endogenous resource that molds Vietnamese intelligence and bravery. The overarching view is that culture must come first and light the way, becoming a solid foundation and regulatory system for sustainable development.
The Party aims to build an advanced culture rich in national identity, focusing on building a healthy cultural environment even in digital space. In particular, focus on developing cultural industries and forming an international creative ecosystem.
Targets and breakthroughs:
Resolutions No. 79 and 80 together with the 7 previously issued strategic resolutions create a unified whole, a breakthrough to realize the two goals of the 100th anniversary of the Party's founding and the country's founding.
The throughout spirit is to quickly move from "promulgating policies" to "implementing governance", taking people and businesses as the center. The Politburo requires each party committee and member to turn the Resolution into daily work, with specific deadlines and metrics.
