(Haiphong.gov.vn) - On the morning of December 2, the Inspection Team according to Decision No. 33-QD/TU, dated November 4, 2020 of the Standing Committee of the City Party Committee, led by comrade Dao Khanh Ha, Member of the Standing Committee of the City Party Committee, Head of the Propaganda Department of the City Party Committee, inspected the organization and implementation of Resolution No. 22-NQ/TU dated March 24, 2005 and Conclusion Notice No. 167-TB/TU dated October 29, 2013 of the Standing Committee of the City Party Committee on continuing to implement Resolution No. 22-NQ/TU (term XII) on environmental protection; Strengthen resource management until 2015 and 2020 in Le Chan district.
Resolution No. 22, Conclusion No. 167 have been directed by the Standing Committee of the Le Chan District Party Committee to propagate and thoroughly disseminate to each cadre, party member and people of all walks of life; Organize and implement implementation throughout the political system. The basic contents of Resolution No. 22 and Conclusion No. 167 have been concretized by action plans and programs with appropriate goals, targets, tasks, and implementation solutions.

Over the past 15 years, the District Party Committee has directed the district's political and social organizations to organize hundreds of conferences, trainings, and seminars to implement regulations on environmental protection and climate change response in the district for businesses, business owners, union members, and students in the area. The District always creates conditions for projects, enterprises, production and business establishments to operate in the area but under conditions that must ensure regulations on environmental protection and resource management.
The rate of garbage collection, solid waste, and sanitary treatment in the district reached 99.1%; The average volume of waste reaches 290 - 300 tons/day, collected on time and at the right place. The district has effectively piloted the household solid waste collection management model in some wards of An Bien, Ho Nam, Du Hang Kenh, and Vinh Niem; Transporting garbage according to the "bus" model on the streets, contributing to eliminating waste gathering points and reducing environmental pollution. As of 2020, most businesses and production facilities have been able to control pollution and waste discharge. Units have been asked to apply clean technology or equip pollution reduction and waste treatment equipment. Invested in renovating the medical wastewater treatment system at the Medical Centerdistrict; 100% of hazardous waste and medical waste are treated to meet environmental standards.

The water supply and drainage system is focused on upgrading, renovating and new construction. The domestic and public water supply system meets the needs of the people. The proportion of people in the district using clean water has increased from 85% (in 2005) to now reaching 100%. The drainage system is regularly cleared, dredged and the regulating lakes are well managed, minimizing environmental pollution and flood response in the area.
At the meeting, Le Chan District Party Committee requested the Ministry of Natural Resources and Environment to promptly supplement and edit a number of Circulars and documents to create a synchronous legal system that is highly feasible, specific, easy to understand, easy to remember, easy to implement and highly stable. It is recommended that the city provide monitoring and analysis equipment for environmental parameters to localities to serve the work of monitoring law enforcement and handling violations in the field of environmental protection; There is a plan to convert Vinh Niem Industrial Cluster into a new civilized and modern urban area; Decentralize the management of environmental sanitation and wastewater treatment in the district to the district for good implementation of environmental sanitation...

Speaking at the inspection, comrade Dao Khanh Ha, Head of the City Party Committee's Propaganda Department, highly appreciated Le Chan District Party Committee in preparing reports to serve the inspection team. Through listening to the reports and opinions of the delegates, we can see that the work of environmental protection and resource management has had the drastic participation of the entire district political system, mobilized the participation of the people, thereby raising the awareness of Party committees, localities, units, officials, party members and people to join hands in protecting the environment and managing resources. During the implementation process, the district also had many new and creative activities such as promulgating the plan "Saturday with the people", carrying garbage according to the "bus" model on the streets..., along with the Resolutions.List issued by the District People's Council for flexible implementation, close to the actual situation of the locality.
Regarding tasks and solutions in the coming time, comrade Dao Khanh Ha, Head of the City Party Committee's Propaganda Department, proposed that Le Chan district continue to focus on leadership, direction, and full propaganda on environmental protection and resource management; Pay attention to planning management and land management with synchronous, specific solutions, close to the local situation and must closely follow the city's orientation; Regularly inspect waste treatment systems at hospitals and medical examination and treatment facilities, especially in the context of the complicated COVID-19 epidemic; have solutions to synchronously treat waste at source and household waste; Pay attention to protecting canal, ditch and lake systems in the area; Pay attention to environmental protection at businesses, production facilities, have a plan to relocate facilities causing environmental pollution out of urban areas and concentrated residential areas; Focus on completely solving existing problems of environmental pollution causing frustration in the community...
Based on the opinions of the Inspection Team, the Head of the Propaganda Department of the City Party Committee requested Le Chan District Party Committee to acknowledge and absorb it to complete the full report.
