(Haiphong.gov.vn) - On the morning of October 3, at the headquarters of the People's Committee of Le Chan district, the City People's Committee worked with Le Chan district on the implementation situation of the 2019 Theme, results of implementing the socio-economic development plan and estimates of state budget revenue and expenditure in 2019; develop a socio-economic development plan and estimate for 2020. According to the report, the socio-economic situation of Le Chan district in the first 9 months of 2019 continued to be stable and develop. Many major socio-economic indicators grew highly compared to the same period in 2018 such as: Industrial production value, service revenue, attracting investors, urban embellishment, non-state tax collection... The District People's Committee focused on directing and managing budget revenue. Strengthen administrative reform and administrative procedures; Regulate discipline, public service discipline, working hours and contact attitudes of civil servants and public employees towards organizations and citizens who come to work with them. Urban management is focused on directing and administering implementationThe urban beautification work has been done well, and the sidewalk order work has gradually come into order; Planning management is strictly implemented, construction permit procedures are shortened and convenient for citizens.
The value of industrial production managed by the district (2010 comparative prices) reached 246,360 billion VND, equal to 74.57% of the year's plan and increased by 9.6% over the same period in 2018; Estimated implementation for the whole year is 331,600 billion VND, reaching 100.38% of the year plan.
Commercial and service activities: Total retail sales reached 11,670.2 billion VND, equal to 75.03% of the year's plan and an increase of 23.25% over the same period in 2018; Estimated implementation for the whole year is 15,635.1 billion VND, reaching 100.53% of the year plan. Accommodation and food service revenue reached 1,938.8 billion VND, equal to 75.08% of the year's plan and increased by 20.68% over the same period in 2018. Estimated performance for the whole year is 2,593.3 billion VND, reaching 100.42% of the year's plan.
Business development: 9 months issued 890 individual household business registration certificates, equal to 97.6% over the same period, of which 800 new households were issued, 90 households were renewed; Terminate the operation of 40 business registration certificates. Currently there are 14 Cooperative units, of which 2 units are temporarily suspended and 12 units are currently operating.
Total state budget revenue in the first 9 months of 2019 is estimated at 866,985 billion VND, reaching 87% of the plan assigned by the city, equal to 101.9% over the same period in 2018. Of which, balance revenue is estimated at 742,318 billion VND, reaching 80% of the plan assigned by the city, equal to 99% over the same period last year. 2018, in which non-state taxes reached VND 279,123 billion, equal to 80.0% of the yearly plan, an increase of 56% compared to the same period in 2018; Land rent reached VND 78,094 billion, equal to 52.0% of the yearly plan, equal to 29% compared to the same period in 2018; Land use fee collection reached VND 167,078 billion, equal to 124% of the year's plan, an increase of 54.0% over the same period in 2018; Registration fees reached 120,240 billion VND, equal to 78% of the year plan, up 17.0% over the same period; Fees and charges reached VND 10,598 billion, equal to 82% of the yearly plan, an increase1.2% over the same period; Personal income tax is estimated at 71,339 billion VND, equal to 64% of the year's plan; Non-agricultural land use tax is estimated at 13.40 billion VND, equal to 102% of the year's plan; Other budget revenue is estimated at 2.18 billion VND, equal to 87% of the year's plan.
Total state budget revenue in the area in 2019 is estimated at 1,236,831 billion VND, equal to 114% of the estimate assigned by the city and 100% of the estimate decided by the district; Of which: balanced revenue of 1,048.8 billion VND reached 113% of the city's estimate and 100% of the district's estimate, revenue from lottery activities of 300 million VND equaled 100% of the year's estimate, additional budget revenue of 182,731 billion VND.
Local budget spending in the first 9 months of 2019 is estimated to reach 430,711 billion VND (equal to 88% of the yearly estimate), implementation of regular expenditure tasks will reach 340,401 billion VND (equal to 79% of the yearly estimate); Investment expenditure reached 85,391 billion VND, equal to 167% of the year's estimate, reserve expenditure was 4,919 billion VND, equal to 57% of the year's estimate.
Le Chan district's 2019 public investment capital is 101.0 billion VND from regulated land use fees of 21.0 billion VND and city budget support of 80.0 billion VND.
By the end of September 30, 2019, public investment capital in 2019 had granted 57,519,890 million VND to 25 projects eligible for disbursement from the district budget. Total disbursed capital (53.48% of the plan): 53,485.0 million VND (of which from district budget land money is 19,671.0 million VND; from city budget support is 33,814.0 million VND).
The estimated implementation for the whole year is 125,711.0 million VND, equal to 100% of the year plan, (of which: public investment capital in 2019 is 101,000.0 million VND, transferred from 2018 is 24,711.6 million VND).
The District People's Committee has promoted solutions to effectively implement the city's 2019 theme ""Strengthening discipline in budget revenue and expenditure; Improving the business investment environment"; and the district's "Civil Service Discipline - Urban Management - Site Clearance". Direct the drastic implementation of budget collection, especially focusing on difficult revenue targets: non-state taxes and land revenues. Strive to complete and exceed the assigned plan by 10%.
The estimated industrial production value in 2020 is: 375,703 billion VND, an increase of 13.3% of the 2019 plan. Budget revenue in the area in 2020: 952,712 billion VND. Budget expenditure in 2020: 510,830 billion VND.
After listening to the opinions and statements of the leaders of departments, branches, and branches, Vice Chairman of the City People's Committee Nguyen Van Thanh acknowledged the efforts of the Party Committee, People's Council, and People's Committee of Le Chan district in directing and managing quite high economic growth, ensuring social security, social order, safety, and national security, many targets exceeding the set plan, contributing to the development socio-economic of the city. However, some indicators such as budget revenue have not fully evaluated the district's potential and advantages. Vice Chairman of the City People's Committee Nguyen Van Thanh requested Le Chan district to strive to comprehensively complete socio-economic development targets in 2019; absorb all comments from delegates, adjust and supplement hcomplete the report. To complete and exceed the socio-economic targets of 2019 in the remaining months, Vice Chairman of the City People's Committee Nguyen Van Thanh requested the People's Committee of Le Chan district to closely follow the district's 2019 socio-economic development targets, the socio-economic development plan for 2020 and the following years. Regarding the recommendations of Le Chan district, Vice Chairman of the City People's Committee Nguyen Van Thanh assigned relevant departments and branches to preside and coordinate with the People's Committee of Le Chan district to propose plans and report to the City People's Committee for consideration and approval.
