Representatives of relevant units report on the project implementation status.According to the report of the Hai Phong Traffic Construction Investment Project Management Board, the investment project to build a coastal road section through Hai Phong city and 09 km in Thai Binh province in the form of public-private partnership PPP. Up to now, 98.4% of site clearance work in localities has been handed over; The remaining problems are in Tien Lang, Kien Thuy and Do Son districts related to an area of about 6.8 hectares; More than 92% of the land in Thai Binh province has also been handed over.
Regarding construction work, the project's progress is currently behind the contract. According to the plan, up to this point, the project must complete 25% of the volume, but so far only more than 11% of the contract has been implemented. The main reason is said to be due to difficulties in mobilizing capital from investors, credit institutions are tightening capital disbursement for BOT contracts... Regarding the implementation of BOT contracts, investors said they have submitted and approved regulations and contractor selection plans, and selected contractors for bidding packages; Appraise and approve construction drawing designs; Receive and establish boundaries to protect the premises on the ground for the premises handed over by the locality...
After listening to the report, Vice Chairman of the City People's Committee Nguyen Dinh Chuoi requested departments, branches, localities and units to continue to completely resolve existing problems in site clearance work; Find solutions to overcome difficulties in capital resources, while mobilizing human resources and construction equipment to speed up project progress.
The Vice Chairman assigned the Project Management Board to research and review all documents, and at the same time coordinate with the Investor to accelerate disbursement of capital in 2019. By September 15 at the latest, localities must approve the overall plan to carry out site clearance compensation work. In the immediate future, priority should be given to construction of the two bridges Van Uc and Thai Binh.
For the investment project to build works to renovate and upgrade Mang Nuoc road from the foot of Binh bridge connecting to road 359 in Nui Deo town, Thuy Nguyen district and the investment project to build resettlement areas to serve land clearance.
The Vice Chairman emphasized that currently the project is behind schedule compared to the proposed requirements. In the coming time, Thuy Nguyen district needs to urgently direct, soon approve and publicize the site clearance compensation plan to make payments to people, speed up site clearance progress to ensure the progress of the project.
The investment project to renovate and upgrade Mang Nuoc road aims to gradually improve the traffic system in the North of Cam River, improve the capacity to meet the travel needs of people and transport goods of businesses, contributing to reducing the load on DT.359 route through Nui Deo town. The project has a construction scale of more than 3.7km of level II roads, with a roadbed width of 30m, a vehicle surface width of 20m, and a sidewalk of 5m on each side...; To implement the project, Thuy Nguyen district is expected to recover land from about 670 households, individuals and organizations.
