Permanent Vice Chairman of the City People's Committee Nguyen Xuan Binh spoke at the meeting.(Haiphong.gov.vn) - On the morning of February 13, Standing Vice Chairman of the City People's Committee Nguyen Xuan Binh worked with the Hai Phong Urban Development and Civil Construction Investment Project Management Board on the implementation of tasks after the Lunar New Year and the implementation of the Hai Phong rainwater drainage, wastewater and solid waste management project phase 1.
Reporting at the working session, Hai Phong Urban Development and Civil Construction Investment Project Management Board said that right after the Lunar New Year of the Rat 2020, the unit immediately deployed tasks on all aspects of work to improve the efficiency of project management, and at the same time requested contractors to strengthen construction quality management, coordinate with districts to speed up progress. For the investment project to build technical infrastructure of North Cam River New Urban Area, Thuy Nguyen District People's Committee has handed over about 220.5 hectares (reaching 70% of the total recovered land area) to contractors to carry out construction.
In 2020, the Project Management Board focused on launching a number of projects including: Investment and construction project of architectural works in North Cam River New Urban Area (phase 1); Investment project to build the Cam River left dike line, section K25+000 to K31+741; Project to renovate and upgrade Highway 10 section from the intersection with Highway 18 (Quang Ninh province) to Quan Toan overpass (Hai Phong); Investment project to build technical infrastructure of converted military land. At the same time, the Project Management Board will hand over and put into use the investment project to build technical infrastructure for the new urban area North of Cam River and the resettlement area North of Cam River.
For Hai Phong city's rainwater drainage, wastewater and solid waste management project phase 1, currently, the rainwater and wastewater drainage component has 12 completed packages, 11 ongoing packages; Particularly, the Resettlement Area for the Rainwater Drainage component and the Wastewater Drainage component were completed and handed over in February 2017; Gia Minh resettlement area serving land clearance for the solid waste management component invested by Thuy Nguyen district People's Committee has also been basically completed and is finalizing...
Speaking at the conclusion of the meeting, Permanent Vice Chairman of the City People's Committee Nguyen Xuan Binh highly appreciated the recent merger of Management Boards that met the task requirements and the spirit of internal solidarity. Following closely the directions of the City Party Committee and People's Committee, in just a short time, the Management Board has basically resolved the problems in the construction and site clearance of the Hai Phong rainwater drainage, wastewater and solid waste management project, phase I. A number of works and projects were completed and put into use before the Lunar New Year, contributing to the refurbishment of a new, modern urban area to serve the city's people, typically the Hoang Van Thu bridge project. With unique architecture, beautiful and modern lighting decoration system creates an urban highlight of the city.
Referring to the 5 key tasks assigned in January 2020, the Permanent Vice Chairman noted that up to now the Management Board has completed 4 tasks related to projects, including: road connecting Gia Minh solid waste treatment area to Hai Phong Cement Factory, Hoang Van Thu bridge, Ba Tong sewer and technical infrastructure of Dong Quoc Binh apartment complex. Particularly for the task at the intersection of Le Hong Phong and Nguyen Binh Khiem streets that is currently entangled in unfinished site clearance, the Standing Vice Chairman requested the City People's Committee Office to coordinate with the Project Management Board, related units and Hai An district to check and review the site clearance implementation and report to the city before February 18, 2020; request the Chairman of Hai An District People's Committee to proactively resolve the issue in accordance with the commitment with the City People's Committee.
With the key tasks of the Project Management Board in the first quarter of 2020, the Standing Vice Chairman assigned the City People's Committee Office to soon handle the Project Management Board's proposal for 6 items of the Investment Project to build architectural works in the North Cam River New Urban Area, propose a meeting list for the Acceptance Council for objective evaluation, and submit to competent authorities for approval. For: Investment project to build the Cam River left dike line, the Department of Construction is assigned to coordinate with the City People's Committee Office and the Project Management Board to re-check the procedures to soon submit to the City People's Committee for consideration and implementation in accordance with the Government's direction; Project to renovate and upgrade National Highway 10 from the intersection with National Highway 18 (Quang Ninh province) to the QL overpassToan (Hai Phong), requested the Project Management Board along with the city's functional branches to proactively coordinate with relevant agencies of the Ministry of Transport to submit to the Prime Minister for consideration and decision.
The Permanent Vice Chairman also noted that in site clearance and relocation of military units, the City People's Committee Office and other sectors were requested to inspect and clearly determine the implementation of infrastructure construction and handover to military units to have conditions for land recovery for the project.
For investment in a number of projects preparing to serve Sea Game 31 held in Hai Phong, the Department of Culture and Sports is requested to contact relevant agencies and units of the Central Government to review in advance some of the activities of Sea Game 31, so that on that basis, the implementation of service projects can be based.
Regarding preparations for the 50th Anniversary of the Establishment of the Project Management Board, the Permanent Vice Chairman requested the Project Management Board to coordinate with the Department of Home Affairs to complete the reward dossier and report to the city in February 2020.
