On the afternoon of April 1, under the chairmanship of comrade Le Ngoc Chau, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee, the City People's Committee held a regular meeting in March 2026.
The conference was held both in person and online at commune-level points to assess the socio-economic situation in the first quarter and propose breakthrough solutions for the second quarter. Attending the meeting were comrade Do Thanh Trung, Deputy Secretary of the City Party Committee; Vice Chairman of the City People's Committee; leaders of Departments, committees, branches and Chairman of People's Committees of key wards.
At the beginning of the meeting, delegates heard a report on the socio-economic situation in the first quarter. According to the report of the Department of Finance, the city recorded a strong improvement with 11/12 major targets reaching and exceeding the growth scenario, especially the establishment of the Hai Phong Specialized Economic Zone with a scale of 5,300 hectares according to Decision No. 288/QD-TTg of the Prime Minister.
The Department of Construction presented a report on the Resident Relocation Plan combined with urban renovation, renovation, and reconstruction of old, degraded apartment buildings in the area, closely following the latest regulations of the 2023 Housing Law and related Decrees of the Government to ensure safety and rights for people.
In the discussion, delegates focused on in-depth analysis of the shortcomings and limitations that are "bottlenecks" for development. City leaders asked Project Management Boards to clarify the cause of the shortage of human resources and machinery at some key construction sites such as the Kim Xuyen Intersection Project on National Highway 5 and the Cau Van Path Project.
The conference frankly acknowledged the objective difficulties from the increase in fuel prices, especially gasoline, along with the huge amount of site clearance work in residential area projects, urban areas and infrastructure of industrial zones and clusters, putting direct pressure on the city's progress in disbursement of public investment capital in the first months of the year.
Speaking in conclusion and thoroughly grasping the key tasks of Quarter II, Chairman of the City People's Committee Le Ngoc Chau requested the entire political system to concentrate highly to successfully implement the GRDP growth target of Quarter II reaching 13.85% and state budget revenue to strive to reach 37,454.73 billion VND. The Chairman of the City People's Committee emphasized the need to carry out tasks in the spirit of "6 clarity" including clear people, clear tasks, clear time, clear responsibilities, clear products and clear authority; Absolutely do not push or avoid responsibility. Localities must drastically carry out site clearance work, resolutely apply enforcement measures if necessary to hand over construction sites promptly for public investment projects, land lease projects and industrial cluster infrastructure. At the same time, theThe unit must regularly update progress and problems on the city's management software system to serve operations that closely follow reality.
