The City People's Committee has just issued Plan No. 69/KH-UBND on implementing Resolution No. 02/NQ-CP dated January 8, 2026 of the Government on main tasks and solutions to improve the business environment and enhance national competitiveness in 2026 in Hai Phong city.
Accordingly, the city determined that improving the business investment environment is an important and urgent task that needs to be prioritized to remove difficulties, eliminate barriers, clear institutional and enforcement bottlenecks, and create a healthy and equitable investment and business environment for all economic sectors to develop together.
In 2026, the city aims to continue to strongly improve the quality of the business environment to suit the context and development trends. Create a healthy competitive investment and business environment, ensuring openness, transparency, stability, reducing compliance costs, in accordance with good international practices, encouraging innovation and creativity, liberating production capacity, mobilizing all resources and creating new momentum for development.
Some specific goals set by the city in 2026 include: Striving to achieve targets according to Plan No. 220/KH-UBND dated August 28, 2025 on improving the city's competitiveness index (PCI) in 2025 - 2026 to improve the business environment, maintaining the city's PCI ranking position in the group of 5 leading provinces and cities in the country (competitive compete in group 3) and in the group of localities with good economic management quality.
Strive for the administrative reform index (PAR index), people's satisfaction index with the service of state administrative agencies (SIPAS) to be in the top 5 localities in the country, strive to be in group 3. Strive for the number of businesses entering the market and re-entering the market in 2026 to increase by about 15% or more compared to 2025 (expected to be 11,020 businesses).
To realize the above goals, the City People's Committee identified 41 specific tasks, focusing on 6 groups of breakthrough solutions including:
Promote the synchronous improvement of legal regulations to build breakthrough solutions in institutions and policy mechanisms; Completely remove legal shortcomings and bottlenecks; innovate construction thinking and organize law enforcement to ensure that the economy operates according to a socialist-oriented market mechanism, using market tools to regulate the economy.
Reform administrative procedure regulations, improve the efficiency of handling administrative procedures to serve people and businesses. Prioritize the release of resources, creating the most favorable conditions for businesses to access capital, land, production and business premises and high-quality human resources.
Support the domestic private economic sector and the state economy to develop sustainably, promote innovation, digital transformation and green transformation, focus on attracting and mastering high and advanced technology to improve competitiveness, effective and sustainable business.
Practical and effective support for small, micro and household businesses; improve the quality of business development services; Build a fully and professionally supported service ecosystem, creating a solid foundation for the development of business activities. Improve the quality and efficiency of inspection and testing (including specialized inspection of goods), reducing the burden on businesses.
To carry out the proposed tasks, the City People's Committee has assigned specific responsibilities to each department, branch and unit. In particular, the Department of Culture, Sports and Tourism organizes communication, thoroughly grasps and disseminates Resolution No. 02/NQ-CP dated January 8, 2026 of the Government and the Plan of the City People's Committee widely in all sectors and levels. The Department of Finance acts as the focal point to monitor and synthesize the situation of improving the business environment in the city, determined to strongly promote the improvement of the business investment environment throughout the city.
Vietnam Federation of Commerce and Industry - Northern Coastal Branch, City Business Association, Business Associations and Associations in the city promptly grasp policy responses, difficulties and problems of businesses in the process of production and business activities, send them to the Department of Finance for synthesis, and report to the City People's Committee.
The City People's Committee assigns the Heads of Departments, committees and branches; The Chairman of the People's Committee at the commune level and unit, according to assigned functions and tasks, proactively develops and implements the Implementation Plan, offering optimal and appropriate solutions to complete the targets and tasks stated in the Plan./.
