The goal by 2030 is to develop a synchronous, modern seaport system with high-quality services, meeting the needs of socio-economic development, ensuring national defense-security, maritime safety and environmental protection, improving the competitiveness of the economy, contributing to basically turning our country into a developing country with modern industry and high average income by 2030 with a number of specific targets. as follows:
In terms of capacity, meeting the needs of import and export of goods, trade between regions and regions throughout the country and transit and transit goods for countries in the region as well as domestic and international passenger transport needs. The seaport system meets the volume of goods from 1,140 to 1,423 million tons (of which container goods are from 38 to 47 million TEU); passengers from 10.1 to 10.3 million passengers.
Regarding infrastructure, priority is given to the development of international gateway port areas Lach Huyen (Hai Phong), Cai Mep (Ba Ria-Vung Tau). Research appropriate policy mechanisms to gradually develop the international transshipment port in Van Phong (Khanh Hoa) to exploit the potential of natural conditions and geographical location. Orientation planning for the development of Tran De port (Soc Trang) to serve the Mekong Delta so that investment can be deployed when conditions are met; Large-scale seaports serve the socio-economic development of the whole country or inter-region; international tourist ports associated with driving force areas for tourism development; Large-scale ports serving economic zones and industrial parks; Ports in island districts serve economic developmentsocio-economy associated with national defense-security and island sovereignty.
Vietnam's seaport system consists of 5 groups
The decision clearly states that Vietnam's seaport system consists of 5 groups:
+ Group 1 includes 5 seaports: Hai Phong seaport, Quang Ninh seaport, Thai Binh seaport, Nam Dinh seaport and Ninh Binh seaport.
By 2030: Goods through seaport group No. 1 will be from 305 million tons to 367 million tons (container goods from 11 to 15 million TEU); passengers from 162,000 to 164,000.
Vision to 2050: Meet demand through goods with an average growth rate of about 5.0-5.3%/year; The average passenger growth rate is about 1.5-1.6%/year. Complete investment in Lach Huyen and Cai Lan port areas and relocate ports on Cam River in accordance with Hai Phong city development planning; Investing in developing ports in Nam Do Son-Van Uc, Cam Pha, Hai Ha wharf areas.
+ Group 2 includes 6 seaports: Thanh Hoa seaport, Nghe An seaport, Ha Tinh seaport, Quang Binh seaport, Quang Tri seaport and Thua Thien Hue seaport.
By 2030, goods through seaport group No. 2 will be from 172 million tons to 255 million tons (container goods from 0.6-1 million TEU); passengers from 202,000 to 204,000 passengers. Vision to 2050: Meet demand through goods with an average growth rate of about 3.6-4.5%/year; The average passenger growth rate is about 0.4-0.5%/year. Complete investment and development of Nghi Son-Dong Hoi, Vung Ang and Son Duong-Hon La port clusters.
+ Group 3 includes 8 seaports: Da Nang seaport (including Hoang Sa island district area), Quang Nam seaport, Quang Ngai seaport, Binh Dinh seaport, Phu Yen seaport, Khanh Hoa seaport (including Truong Sa island district area), Ninh Thuan seaport and Binh Thuan seaport.
By 2030, cargo throughput will reach from 138 million tons to 181 million tons (container cargo will reach from 1.8-2.5 million TEU); passengers from 1.9 to 2.0 million passengers. Vision to 2050: meet demand through goods with an average growth rate of about 4.5-5.5%/year; The average passenger growth rate is about 1.7-1.8%/year. Complete investment in the entire Lien Chieu port area (Da Nang) and form a port serving international transit goods in Van Phong (Khanh Hoa).
+ Group 4 includes 5 seaports: Ho Chi Minh City seaport, Dong Nai seaport, Ba Ria-Vung Tau seaport, Binh Duong seaport and Long An seaport.
By 2030, goods through seaport group No. 4 will be from 461-540 million tons (container goods from 23-28 million TEU); passengers from 1.7 to 1.8 million passengers. Vision to 2050: meet demand through goods with an average growth rate of about 3.5-3.8%/year; The average passenger growth rate is about 0.9-1.0%/year. Complete investment in Cai Mep Ha ports. Research to form new port areas in Can Gio (on Go Gia River), complete the relocation of ports on the Saigon River and continue to research the relocation of other port areas in accordance with the development of Ho Chi Minh City's urban space.
+ Group 5 includes 12 seaports: Can Tho seaport, Dong Thap seaport, Tien Giang seaport, Vinh Long seaport, Ben Tre seaport, An Giang seaport, Hau Giang seaport, Soc Trang seaport, Tra Vinh seaport, Ca Mau seaport, Bac Lieu seaport and Kien Giang seaport.
By 2030, goods through seaport group No. 5 will be from 64-80 million tons (container goods from 0.6-0.8 million TEU); passengers from 6.1 to 6.2 million passengers. Vision to 2050: Meet demand through goods with an average growth rate of about 5.5-6.1%; The average passenger growth rate is about 1.1-1.25%. Forming a gateway port in the Mekong Delta region.
According to scale and function, Vietnam's seaport system has 3 types
According to size and function, Vietnam's seaport system includes:
– Special seaports (2 seaports): Hai Phong seaport and Ba Ria-Vung Tau seaport.
– Type I seaports (15 seaports): Quang Ninh seaport, Thanh Hoa seaport, Nghe An seaport, Ha Tinh seaport, Thua Thien Hue seaport, Da Nang seaport, Quang Nam seaport, Quang Ngai seaport, Binh Dinh seaport, Khanh Hoa seaport, Ho Chi Minh City seaport, Dong Nai seaport, Can Tho seaport, Long An seaport, Tra Vinh seaport. Among them, Thanh Hoa, Da Nang and Khanh Hoa seaports are planned to have the potential to become special seaports.
– Type II seaport (6 seaports): Quang Binh seaport, Quang Tri seaport, Ninh Thuan seaport, Binh Thuan seaport, Hau Giang seaport, Dong Thap seaport.
– Type III seaports (13 seaports): Thai Binh seaport, Nam Dinh seaport, Ninh Binh seaport, Phu Yen seaport, Binh Duong seaport, Vinh Long seaport, Tien Giang seaport, Ben Tre seaport, Soc Trang seaport, An Giang seaport, Kien Giang seaport, Bac Lieu seaport, Ca Mau seaport. In particular, Soc Trang Seaport has the potential to become a special seaport.
Regarding the orientation of connecting transport infrastructure, developing railway lines connecting with special type seaports and type I seaports on the North-South corridor; Forming wharves for inland waterway vehicles in seaport waters; Expressway system connects to special seaports, national highway system, local roads connect directly to seaport system.
Develop dry ports in economic areas and economic corridors, prioritize planning locations with convenient connections by inland waterway transport, river-sea transport, highways, and railways to important seaports in seaport groups.
The need for investment capital in the seaport system by 2030 is about VND 313,000 billion (including only ports providing cargo handling services), mobilized mainly from extra-budgetary sources, corporate capital and other legal capital sources. State budget capital is concentrated on public maritime infrastructure; key areas, creating spillover power and attracting investment.
