Dear all voters and People!
Our country's Constitution stipulates that the National Assembly is the highest representative body of the People, the highest state authority of the Socialist Republic of Vietnam. The National Assembly exercises constitutional and legislative rights; decide on important issues of the country and have supreme supervision over State activities. National Assembly deputies represent the will and aspirations of the people in their elected units and of the people of the whole country.
As a member of the Party Central Committee, Deputy Secretary of the City Party Committee, Secretary of the Party Committee of the City People's Committee, Chairman of the City People's Committee, I am deeply aware of the position and role of a National Assembly delegate. If I am trusted by voters to be elected as a Deputy of the 16th National Assembly, I would like to commit to implementing the Action Program with the following key contents:
First: As a National Assembly Delegate, I will fulfill all responsibilities, rights and obligations according to the provisions of the Constitution and the law; Actively participate in activities of the National Assembly and Hai Phong City National Assembly Delegation. I will maintain close contact with voters and the People, regularly listen and learn about the thoughts and aspirations of voters and the People; Collect and reflect honestly and promptly the opinions and recommendations of voters and the People to the National Assembly and competent state agencies; propagate and mobilize the People to well implement the Party's guidelines, policies and laws of the State; At the same time, monitor, urge and supervise the resolution of complaints, denunciations and petitions from citizens in accordance with the provisions of law.
Second: I will focus on research, and together with the city's National Assembly Delegation, actively participate in law-making work; Contribute quality opinions to law projects and resolutions of the National Assembly, ensuring policies are enacted that are close to reality, highly feasible, derived from the legitimate interests of the People and development requirements in the new situation of the Country.

Fourth:I will closely combine the roles of National Assembly delegate and head of the city government in the process of carrying out my duties; Together with comrades in the City Party Committee, People's Council, City People's Committee and the entire political system, continue to maintain and accelerate the city's socio-economic development in a fast and sustainable direction.
