The City People's Committee requires strong promotion of the "3 Houses" cooperation model including:"State, Schools - Research Institutes and Enterprises". The Department of Science and Technology is assigned to preside over and coordinate with departments and branches to create conditions for businesses to participate right from the stage of identifying problems, placing orders, receiving, testing, producing and commercializing products.
