Temporary diversion to serve the opening of the Red Poinciana Festival - Hai Phong
To ensure order and traffic safety during the Opening Ceremony of Hoa Phuong Do - Hai Phong in 2026, commemorating the 71st anniversary of Hai Phong's Liberation Day; The Traffic Police Department - Hai Phong City Police announces the organization of temporary traffic diversion on May 8, 2026 (Friday) as follows:
I. TRAFFIC STREAMING
1. From 4:00pm to 11:00pm on May 8, 2026 (Friday):
– Vehicles with trucks of 2.5 tons or more and passenger cars with 29 seats or more are prohibited from circulating toward the event center. Specifically:
+ Route 359, section from DT.359 junction - 9C road (VSIP junction) towards the event center.
+ Water Trough route, section from Water Trough intersection - Road 9C towards the event center.
+ Do Muoi route is extended, the section from Do Muoi intersection - road 9C towards the event center.
+ Le Thanh Tong, Hoang Dieu, Nguyen Tri Phuong, Bach Dang, Hung Vuong route (from Le Thanh Tong - Le Lai intersection to So Dau intersection)
+ Le Hong Phong route, from Le Hong Phong - Nguyen Binh Khiem intersection towards the event center.
+ Lach Tray route, from the Lach Tray overpass intersection toward the event center.
+ Sen Lake route, from Nguyen Van Linh - Vo Nguyen Giap intersection towards the event center.
+ Tran Nguyen Han route, from Tran Nguyen Han - To Hieu intersection towards the event center.
+ New route (from Mechanical Dien intersection to Nam Cau Binh intersection) going towards Binh bridge.
+ Hong Bang route (from Hong Bang martyrs temple intersection to Nam Cau Binh intersection)
– Trucks from 2.5T, passenger cars from 29 seats or more move from inner city of Hai Phong, Thuy Nguyen ward, Thien Huong ward and vice versa via Kien bridge and Hoang Gia bridge.
2. From 5:00 p.m. to 10:00 p.m. on May 8, 2026 (Friday):
– All vehicles are prohibited from crossing Hoang Van Thu bridge and Binh bridge (except vehicles guided by traffic police vehicles, vehicles with the Organizing Committee's badge, and official vehicles). Prohibit all vehicles on: provincial road 359 (section from DT.359 junction
– East-West road to Tan Duong intersection); East-West road.01A; North-South road; East-West road (section from East-West - North-South intersection to East-West - Do Muoi intersection); Do Muoi street (section from Do Muoi - Dong Tay intersection to Do Muoi - Dong Tay intersection.01A) - (except for vehicles with traffic police vehicles leading the way; vehicles with badges of the Organizing Committee; public service vehicles).
II. GUIDELINES FOR DELEGATE MOVEMENT
1. Delegates were led by traffic police vehicles, vehicles with the Organizing Committee's badge, and official vehicles to the event venue:
Departure from: Binh bridge direction → 359 street → East-West street. 01A → North-South road → to the opening point at the border gate (hall B), let the delegates down → vehicle moves to the parking location at North-South road, Tran Kien street, Masteri urban area.
– Coming from: Direction of Hoang Van Thu bridge → Do Muoi → turn left onto East.West street →→ turn right on North-South street → go to the opening point across the stage (hall B), let delegates down → vehicle moves to the parking location at North - South street, Tran Kien street, Masteri Urban Area.
– Coming from: Direction of Road 359 and Water Trough Road → Tan Duong intersection → East-West road.01A → turn right onto North-South road →→ to the opening point at the border gate (gateway B), let the delegates down →→ vehicle moves to the parking location at North-South street, Tran Kien street, Masteri Urban Area.
– Coming from: Direction of Road 9C → Do Muoi extended → East-West road.01A → turn left onto North-South road →→ to the opening point at the border (hall B), let the delegates down → vehicle moves to the parking location at North-South street, Tran Kien street, Masteri Urban Area.
2. Delegates are guests with invitations (without the Organizing Committee's badge) to the event venue:
– Coming from: Heading across Hoang Van Thu bridge –→ to Do Muoi - Dong Tay intersection → turn right into parking area number 4 (Bach Dang 1288 project).
– Coming from: Heading across Binh bridge → turn right onto East-West street → park at parking area number 3 (the part of the road next to the sidewalk on both sides of East-West street and the road from the East-West-North-South intersection towards the river bank)
– Arrival direction: Direction from VSIP intersection (Road 359) and Trough street intersection – Road 9C (Water Trough road) to Tan Duong intersection → park at parking area No. 6 (Water Trough street).
– Coming from: Direction from 9C street to Do Muoi extended street → park at parking area 5 (extended Do Ten street) and Hoang Huy NewCity project.
3. Parking locations to serve the people when implementing the traffic separation plan When implementing the traffic separation plan, banning Binh Bridge and Hoang Van Thu Bridge, people can park at the following locations:
– Temporary Bac Road extends;
– Ben Binh Street;
– Cu Chinh Lan Street;
– Tran Hung Dao Street (section from Tran Hung Dao - Dien Bien Phu intersection to Tran Hung Dao - Hoang Dieu intersection);
– Tran Phu Street (section from Tran Phu - Dien Bien Phu intersection to Tran Phu - Le Thanh Tong intersection);
– Area No. 4 Tran Phu;
– Hoang Dieu Port area;
– Quang Trung Street;
– South Cau Binh intersection park;
– Hong Bang Street:

– Do Muoi street extends from the first intersection on extended Do Muoi street - the entrance to Hoang Huy NewCity project to Do Muoi intersection - road 9C;
– Hoang Huy NewCity project area to Do Muoi intersection - Road 9C and entrance to Hoang Huy NewCity project;
4. Based on the actual traffic order and safety situation, the period of ban and restriction of vehicles may start earlier and last longer than the time mentioned above.
During the temporary traffic diversion period, the Traffic Police Department of Hai Phong City Police requires drivers of vehicles participating in traffic to proactively travel routes, comply with the Law on Road Traffic Safety and Order and instructions of traffic regulation forces (Recommend people move from the inner city to Thuy Nguyen ward, Thien Huong ward and vice versa via Kien bridge and Hoang Gia bridge).
