Good news came to Hai Phong city when on May 15, 2020, Prime Minister Nguyen Xuan Phuc issued Decision No. 644 rewarding Hai Phong city with 199.2 billion VND for exceeding budget revenue in 2019 and reinvesting 1750 billion VND according to the provisions of the State Budget Law and Decree 89 dated July 29, 2017. on some specific mechanisms and budgetary financial policies for Hai Phong. Thus, Hai Phong was allocated 1,949.2 billion VND by the Central Government. This is a very meaningful number, providing more resources and motivation for Hai Phong to develop, create new growth values, and gradually overcome the impact of the COVID-19 pandemic.
The project to build technical infrastructure in the North Cam River New Urban Area is focused on public investment capital to speed up implementation progress.
Quickly complete the procedure
This is a new allocated capital source in addition to the public investment capital plan approved and allocated from the beginning of the year. According to the provisions of the Public Investment Law, the city must quickly complete procedures to be able to "spend" this capital.
Therefore, immediately after the end of 2019, based on the number of domestic budget revenue overruns and import-export tax overcollections in the area, along with the provisions of Decree 89 of the Government, the city assigned relevant branches to closely follow ministries and central branches to propose and recommend the Government to reward over-revenues to the city in the spirit of Decree 89. This is also the first time the city has enjoyed the over-revenue reward mechanism, so it is even more necessary. fully meets the requirements. With the excess budget revenue in 2019 reaching more than 20,000 billion VND, Hai Phong deserves to enjoy this excess revenue.
Under the direction of the city, relevant sectors quickly developed plans and lists of specific projects to propose to the Government to re-invest under a specific mechanism. Immediately after the Prime Minister's allocation decision, the city urgently completed the procedures according to the provisions of the Public Investment Law. Specifically, submit to the City Party Committee for approval the adjustment and addition of this capital source to the 5-year medium-term public investment plan for 2016-2020. On that basis, adjust and supplement the corresponding medium-term capital level for each project expected to be included in the list. After being approved by the City Party Committee, the City People's Committee continued to submit it to the 14th session and the 15th City People's Council for approval to quickly disburse this important capital source.
Support key projects
According to the provisions of Decree 89, targeted additional amounts from revenue increases are given priority to pay outstanding capital construction debt; investment in infrastructure projects; arrange counterpart capital for ODA projects; debt repayment of loan capital; Carry out important tasks to develop socio-economics and ensure national defense and security; the city's social order and safety and reward lower-level budgets...
Based on that regulation and actual needs, the City People's Committee plans a specific capital allocation list, of which the majority focuses on key and urgent projects and works. Accordingly, the city balances 160 billion VND for non-business spending tasks. The remaining amount (1,789.2 billion VND) was added to a number of finalized projects; transitional projects, new construction projects... At the same time, it is used to recover advance capital due to lack of resources to balance the 2019 plan.
Thus, from this excess revenue bonus, the city allocated about 13.2 billion VND to complete the project to build a concentrated student housing area (phase 1). Projects that are interested in capital allocation are the construction of technical infrastructure in the North Cam River New Urban Area, about more than 1,000 billion VND; Expanding the road across Cat Hai Cai Vieng - Moc Trang island for more than 100 billion VND; Urban trunk road connecting inter-ward road with road 356 (phase 2 inter-ward road) Hai An district; Construction of technical infrastructure on roads around Aeon Mall; Road to internal affairs and justice agencies of Le Chan district; renovate traffic intersection at Nam Kien An intersection; Investing in the construction of Tran Chau Fishing Port on Cat Ba Island; Building new firefighting and rescue shipsn, rescue on rivers and seas; route to Cao Quy pile conservation area, Lien Khe commune, Thuy Nguyen district; build Dinh bridge; Quang Thanh bridge; Ho Sen - Cau Rao 2 road...
These are projects that are very important to the development of the city. Providing additional resources for projects to be quickly completed and put into use will practically create new added values and promote the city's development. In particular, many projects are in the program and plan to be completed in 2020, practically welcoming the 16th City Party Congress. With nearly 1,800 billion VND properly allocated, it will contribute to removing basic obstacles and difficulties in capital sources, which is highly welcomed by investors and districts.
In 2020, the total public investment capital of Hai Phong city approved was about more than 12,400 billion VND. Now, an additional nearly 1,800 billion VND will bring the city's public investment capital to the highest ever. This result creates even more motivation for the city to make efforts to increase budget revenue, striving to exceed the estimate to have more resources to spend on development investment, bringing the city into a period of strong breakthrough development.
