Improved business environment, enhanced competitiveness
Specifically, Competitiveness increased 5 places compared to 2016 from position 60/138 to position 55/137 in the economy and Business Environment ranked. 68/190, an increase of 14 places compared to 2016. This is the largest increase in ranks in the past decade. If calculated for two consecutive years, our country's business environment has increased 23 levels. Innovation improved 12 places, reaching 47/127. This is also the highest ranking that Vietnam has achieved so far. In addition, in 2017, three independent credit rating organizations including Moondy's, Standards and Poor's and Fitch conducted an assessment of Vietnam's national credit rating in 2016.Recently, 2 out of 3 organizations including Moondy's and Fitch have announced to upgrade Vietnam's outlook rating from stable to positive.
Although Vietnam's business environment ranking and competitiveness have improved positively, it still lacks sustainability because there are still indicators that have not had any reforms for many years or have reforms but are slow and far away compared to other countries in the region. For example: Goods market efficiency; Infrastructure quality; Education; Business development level; Some indicators of the Business Environment are still at the bottom of the rankings (such as Starting a Business - 123rd; Resolving Business Bankruptcy - 129th); Registration of ownership and use of property has not had any reforms or improvements for many years.
According to the Report, ministries, branches and localities have paid more attention, focus and participation in implementing Resolution 19. However, the level of implementation of solutions and achieved results is still less and slower than the requirements of the Resolution as well as the expectations of the business community.
Regarding reform of regulations on business conditions, the Government has issued Resolution 83/NQ-CP dated August 31, 2017, the topic of law making in August 2017 and Resolution 98/NQ-CP dated October 3, 2017 promulgating the chapter The Government's action plan to implement Resolution No. 10-NQ/TW dated June 3, 2017 of the 5th Conference of the Party Central Committee, term XII on private economic development has become an important driving force.ng of a socialist-oriented market economy. According to the Resolution, ministries are assigned to "review, evaluate, and propose to abolish at least 1/3 to 1/2 of the current business conditions...". However, to date, only 5 ministries and branches have reviewed and proposed plans to reduce business conditions. Other ministries are still confused in distinguishing between business conditions for professions and specialized management for products and goods. Among the business conditions proposed to be abolished or amended, about half of them are subject to amendment.
Regarding specialized management of exported and imported goods, up to now, ministries and branches have clearly understood the requirements for specialized management and inspection reform. A number of ministries have taken specific actions to carry out this task, thereby creating some changes in specialized inspection, which have been recognized by the business community. The time to carry out some specialized inspection procedures has been shortened compared to before.
However, in general, the level of improvement in specialized management and inspection is still slow; Previous obstacles and problems that caused difficulties, time and costs for businesses have not been overcome. Specifically: The list of items subject to specialized inspection is too broad and tends to increase, some items/groups of items are even wider than the scope allowed by law; There are still products and goods on the List of potentially unsafe goods that do not have corresponding technical regulations; Overlapping specialized management between ministries has not yet been improved, except for positive changes in the assignment of state management responsibilities for food safety in the draft Decree replacing Decree No.38/2012/ND-CP of the Government detailing the implementation of a number of articles of the Food Safety Law; The cost of specialized inspection is too large, severely affecting the business performance of enterprises, contrary to the Prime Minister's direction on "cutting enterprise costs"; The time to carry out specialized inspection procedures is still long; The list of goods subject to specialized inspection by some ministries does not have HS codes.
Continue to issue Resolution on business environment and competitiveness in 2018
To strongly promote the implementation of Resolution 19 on improving the business environment and enhancing national competitiveness, the Ministry of Planning and Investment proposed to the Prime Minister and requested Ministers and Chairmen of People's Committees of provinces and centrally run cities to closely direct the implementation of Resolution 19, considering this a top priority task in this term. In addition, the ministries reviewed and recommended reducing investment and business conditions in the field of state management and reported to the Prime Minister in January 2018. Fully and promptly implement specialized management tasks and solutions as required by Resolution 19. Completely reduce the rate of goods subject to specialized inspection from 30-35% to 15% in the third quarter of 2018.
To strongly promote improvement of the business environment and improve the efficiency and quality of factors determining competitiveness, propose the Prime Minister to issue Resolution on business environment and competitiveness in 2018 (Resolution 19-2018). Resolution 19-2018 continues to focus on improving business environment indicators, aiming to achieve a ranking of 50 - 60 in terms of business environment, which emphasizes solutions to improve low-scoring and low-ranking indexes (such as starting a business, registering ownership and use of assets, resolving business bankruptcy); Expand more content on improving competitiveness of the tourism and logistics industry to support economic restructuring in general and industry structure specificallyIn particular, promoting increased labor productivity and competitiveness of the economy.
At the same time, it is recommended to promote the implementation of e-Government, focusing on performing the task of being the focal point to monitor the implementation of e-Government indicators./.
