Also attending were leaders of the Department of Foreign Affairs, Hai Phong Economic Zone Management Board, and the City Tax Department.

At the meeting, Mr. Okabe Daisuke, Economic Envoy, discussed with Hai Phong city leaders issues of concern to the Japanese Embassy: the implementation of Decree 82/2018/ND-CP of the Government regulating the management of industrial parks and economic zones, which will, accordingly, affect the personal income tax incentives of Japanese enterprises in industrial parks and economic zones. international. The next issue that Mr. Okabe Daisuke is concerned about is the implementation of the An Duong water plant upgrading project.

Vice Chairman of the City People's Committee Nguyen Van Thanh responded to Mr. Okabe Daisuke on the issue of implementing Decree 82/2018/ND-CP. The city government has directed the City Tax Department to clarify the situation of implementing the Decree to report to the Ministry of Finance. In addition, direct the City Tax Department to review the implementation and application of the Decree of provinces and cities to find solutions to problems that businesses as well as the Japanese Embassy are concerned about. However, the Vice Chairman of the City People's Committee also commented that the city tax issue must be implemented in accordance with the Government's instructions. At the meeting, leaders of the City Tax Department also discussed and answered questions from the Japanese Embassy.

Regarding the implementation of the An Duong water plant upgrading project, this is a project where Hai Phong Water Supply Joint Stock Company is the investor and uses non-refundable capital from the Japanese Government. The City will continue to direct and request Hai Phong Water Supply Joint Stock Company to comply with the commitments of the Vietnamese and Japanese Governments.
