Minister of Transport Nguyen Van The, authorized by the Prime Minister, presented the Proposal on Investment Policy for Chau Doc - Can Tho - Soc Trang Expressway Construction Projects (phase 1); Khanh Hoa - Buon Ma Thuot (phase 1); Bien Hoa – Vung Tau (phase 1); Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented the Verification Report on Investment Policy for Chau Doc - Can Tho - Soc Trang Expressway Construction Projects (phase 1); Khanh Hoa - Buon Ma Thuot (phase 1); Bien Hoa - Vung Tau (phase 1). Accordingly, in terms of investment scope and scale, the Bien Hoa - Vung Tau expressway project is 53.7 km long through 2 provinces, ending inconnecting Bien Hoa city with Cai Mep - Thi Vai seaport; Phase 1 investment with 4-6 lanes. Khanh Hoa - Buon Ma Thuot expressway project is 117.5 km long through 2 provinces, connecting Buon Ma Thuot city with Nam Van Phong seaport; Phase 1 investment with 4 lanes. Chau Doc - Can Tho - Soc Trang expressway project is 188.2 km long through 4 provinces/cities, connecting Chau Doc city with Tran De seaport; Phase 1 investment with 4 lanes.
Minister of Planning and Investment Nguyen Chi Dung, authorized by the Prime Minister, presented the Proposal on Investment Policy for Ring Road 4 Project in Hanoi Capital Region and Ring Road 3 Project in Ho Chi Minh City; Chairman of the National Assembly's Economic Committee Vu Hong Thanh presented the Verification Report on Investment Policy for Ring Road 4 Project in Hanoi Capital Region and Ring Road 3 Project in Ho Chi Minh City. Accordingly, regarding the investment policy of ring road project 4 in Hanoi Capital region and ring road project 3 in Ho Chi Minh City, the projects are expected to invest in construction in the period 2011 - 2020. However, due to many different reasons, especially resource limitations, they have not been implemented. To date, the conditions on the pLegal, strategic, planning, planning, practical needs and basic resources meet the requirements, therefore, implementing the Project in the period 2021 - 2025 is reasonable and necessary. Regarding the scope of investment, the Minister of Planning and Investment said that the Ring Road 4 project - Hanoi Capital Region has a total length of about 112.8 km, passing through Hanoi, Hung Yen, and Bac Ninh. Ring Road 3 - Ho Chi Minh City project has a total route length of 76.34 km, passing through the city. Ho Chi Minh, Dong Nai, Binh Duong, Long An.

Participating in the discussion in group 12 on investment policies for the above projects, National Assembly Chairman Vuong Dinh Hue (member of Hai Phong City's National Assembly Delegation) said that if the entire term of the 14th National Assembly considered one important national project, then in the Tuesday session, the 15th National Assembly would consider 5 important national projects. And if we include the North-South Expressway project phase 2 approved by the National Assembly from Monday's session, in the first year of the 15th term of the National Assembly, 6 important national projects have been considered. Regarding the investment policy of these projects, they are extremely necessary, motivating, and connect the spreading region. Therefore, the National Assembly Standing Committee has up to 3 working sessions to comment on this content; at the same time recommend tOr change the Tuesday meeting agenda, postpone the time for comments on investment policies for these projects to organize an extraordinary meeting to discuss more investment capital factors, the list of component projects in the economic stimulus package according to Resolution 43... thereby giving opinions on completing the project documents before submitting to the National Assembly. The Chairman of the National Assembly emphasized that this shows the efforts of the National Assembly Standing Committee, National Assembly agencies, the Government's request, careful calculation and discussion to reach high consensus before submitting to the National Assembly for consideration.
The National Assembly Chairman stated clearly that the Government submitted to the National Assembly for consideration this time to apply many specific mechanisms different from current regulations in the fields of budget, construction, road traffic, bidding... to implement projects. Clarifying these contents, the Chairman of the National Assembly said that in difficult budget conditions, the Government submitted to the National Assembly permission to use both central and local capital sources to implement projects; Propose a plan to assign a number of localities with projects passing through to act as representatives of competent state agencies, including assigning the focal point to Hanoi for the Ring Road 4 project and Ho Chi Minh City to be the management focal point for the Ring Road 3. In addition, there are a number of special mechanisms on bidding and the percentage of shares.Contributed capital, capital recovery period of some projects related to the provisions of the Law on Investment in the form of public-private partnerships (PPP)... However, National Assembly Chairman Vuong Dinh Hue affirmed that to implement a specific mechanism, it is necessary to enhance the sense of responsibility, individualize responsibility, especially the accountability and responsibility of the leader, and at the same time, strengthen inspection, examination and supervision during the implementation process. Along with that, localities must commit to the Government on the allocation of capital and the Government must commit to the National Assembly clearly and strictly on the total amount of capital allocated according to the plan, on investment phasing, disbursement progress, commitment on total capital, committed capital each year. When adjusting the total investment, both the Central Government and localities mustg must be added to ensure completion. Expressing concern that, despite the PPP Law, many projects must be converted to public investment, the National Assembly Chairman said that in the long term, it is necessary to evaluate fundamentally to develop the medium-term and long-term capital market and mobilize social resources. At the same time, in response to local opinions suggesting the use of wage reform sources to invest in routes connecting to the ring road, National Assembly Chairman Vuong Dinh Hue affirmed that the National Assembly requires "absolutely not to use wage reform sources for other purposes for any reason" and the Government is also reviewing sources to ensure wage reform and salary adjustments for reporting.
In addition, the National Assembly Chairman also noted ensuring feasibility when many key national projects are implemented at the same time, issues such as construction materials and construction capacity of contractors; Project management issues, maintenance organization, warranty and operation after being put into operation and use need attention. Chairman of the National Assembly Vuong Dinh Hue stated clearly that the determination of both the National Assembly and the Government will create consensus and high unity when voting to organize drastic implementation and by 2025 achieve the goal of highways, creating a breakthrough in the country's infrastructure.
