Encourage businesses to invest in agriculture and rural areas in Hai Phong city

(Haiphong.gov.vn) – Implementing the direction of the City People's Committee, the Department of Finance has just announced mechanisms and policies to encourage businesses to invest in agriculture and rural areas in Hai Phong city.

Accordingly, investment projects in agriculture and rural areas in the city that enjoy mechanisms and policies in accordance with the provisions of Decree No. 57/2018/ND-CP dated April 17, 2018 of the Government in Hai Phong city must simultaneously ensure the following twocriteria:First, the project is implemented in a rural area. villages according to the provisions of Clause 1, Article 3 of Decree No. 57/2018/ND-CP dated April 17, 2018 of the Government. Secondly, the investment project belongs to the List of industries and occupations with corresponding investment incentives in agriculture and rural areas issued in Appendix 1 attached to Decree No. 57/2018/ND-CP dated April 17, 2018 of the Government.

Priority principles of investment projects in agriculture and rural areas in the city according to Clause 1, Article 4 of Circular No. 04/2018/TT-BKHDT are as follows: Priority is given to agricultural product processing projects that use local materials or use a lot of labor (100 workers or more); Prioritize projects to produce mechanical products, equipment, equipment components, and auxiliary products for the agricultural industry; Prioritize projects with environmentally friendly production processes, low energy consumption, and low emissions; Prioritize projects linking production to create value chains in the agricultural sector, organic agricultural production projects, and high-tech agriculture.

The Department of Finance proposed that in June 2019, departments, People's Committees of districts, associations, professional associations, and businesses propose investment projects in agriculture and rural areas in the city. Content of proposed projects includes: Project name; Enterprises planning to invest; scale/capacity (expected); investment location (expected); expected total investment capital (million VND); applied technology; project implementation progress; proposed investment incentives; Expected capital support from the state bank.
