(Haiphong.gov.vn) - On the afternoon of April 16, comrade Le Tien Chau, Member of the Party Central Committee, Secretary of the City Party Committee, Head of the Hai Phong National Assembly Delegation, Head of the Steering Committee for the Development of Hai Phong Southern Economic Zone chaired the first meeting of the Steering Committee to listen to reports and give opinions on a number of contents.

At the meeting, the Steering Committee for the Development of Hai Phong Southern Economic Zone heard the report and gave opinions on: Overview of Hai Phong Southern Coastal Economic Zone (objectives, scale, scope, nature according to Decision 1511/QD-TTg). Expected Master Plan to implement the tasks of building and developing the southern coastal economic zone of Hai Phong according to the roadmap approved by the Prime Minister in Article 4, Decision 1511/QD-TTg and the tasks of the Steering Committee according to Decision No. 1804-QD/TU.
Permanent Vice Chairman of the City People's Committee Le Anh Quan spoke at the meeting.
Focus and priority development orientations: Hai Phong Southern Coastal Economic Zone model ecological 3.0, high-tech industry, seaport - logistics, smart urban areas, breakthrough policy mechanisms (including free trade zone orientation). Propose the operating and coordination mechanism of the Steering Committee and the advisory and assisting role of the Standing Agency (Hai Phong Economic Zone Management Board) and relevant departments, branches, branches and localities. Regarding the general planning for construction of the Southern Economic Zone, the Secretary of the City Party Committee assigned the City People's Committee to direct the Economic Zone Management Board to coordinate with departments, branches and localities to urgently complete, report to the Standing Committee of the City Party Committee, and submit to the City People's Council; Submitted to the Ministry of Construction in August and submitted to the Prime Minister in September 2025. Along with that, carry out other procedures in parallel to accelerate the implementation of the Economic Zone; Implement the master plan for the period 2025-2030 as determined.
Comrade Secretary of the City Party Committee directed the determination of goals and orientations for the development of the Southern Economic Zone as a digital, smart, and ecological economic zone to create a difference and improve competitiveness.
Regarding the port complex, gas power plant, shipyard, industrial park, logistics center, the Secretary of the City Party Committee requested the Economic Zone Management Board, departments and branches to work specifically with investors, clarifying the boundary scope, scale, technology, each component project, investment phasing... to submit to the Standing Committee of the City Party Committee.
Comrade Secretary of the City Party Committee directed the City People's Committee to clearly evaluate the effectiveness, contribution to the budget, ensuring national defense - security... of the project, completed in April 2025 to have a basis for consideration and decision. At the same time, strive to start construction of a number of projects in the Economic Zone in 2025.
The Secretary of the City Party Committee assigned the standing body of the Steering Committee and members of the Steering Committee to comment and complete the working regulations of the Steering Committee and submit them to the Head of the Steering Committee for signature and promulgation./.
