After field inspection and meeting to listen to the Chairman of the People's Committee of the above districts and districts, reports and proposals; Opinions of the delegates attending the meeting, the Chairman of the City People's Committee concluded as follows:
The investment project to build the Lao Cai - Hanoi - Hai Phong railway line passing through the City has been decided on investment policy by the National Assembly in Resolution No. 187/2025/QH15 dated February 19, 2025.
This is an important project that, when completed, will promote advantages in the Lao Cai - Hanoi - Hai Phong economic corridor, ensuring effective connection of domestic and international railway networks, associated with ensuring national defense, security and international integration. In particular, the Project will create an important driving force for the socio-economic development of Hai Phong city.
With the above meaning, to contribute to speeding up the implementation of the Project, the City People's Council issued Resolution No. 07/NQ-HDND dated February 21, 2025, agreeing on the policy of contributing funds from the city budget to implement the Project through the city area with a total amount of about 11,000 billion VND, of which: nearly 6,000 billion VND to carry out site clearance and About 5,000 billion VND to invest in building the railway branch to Nam Do Son port and Nam Do Son station, cost management must be strictly guaranteed, avoiding loss and waste.
Through actual inspection and listening to reports from localities, the site management of localities within the scope of project implementation is quite good. We welcome the districts: Do Son, Duong Kinh, Hai An, Kien Thuy, An Lao for propagandizing, campaigning, and preventing organizations and individuals from building projects for profit. However, there has begun to be a situation where people build projects, plant trees, wait and welcome the project implementation to profit from compensation and support in some places such as: Quang Trung commune and Tan Vien commune, An Lao district; Huu Bang commune, Kien Thuy district.
To promptly prevent the above situation, the Chairman of the City People's Committee specifically directed as follows:
1. Assigned to the Department of Agriculture and Environment:
Coordinate with relevant localities to determine the expected boundary of the Project; Complete the determination of boundary markers: in residential areas before May 20, 2025, on agricultural land and other land before May 30, 2025.
– Creating cadastral maps for the Lao Cai - Hanoi - Hai Phong railway construction investment project, completed before May 30, 2025. Guide and urge localities to carry out procedures for issuing land recovery notices immediately after having the project's cadastral map.
– Direct the Land Registration Office and District Land Registration Office Branches to stop dividing Land Use Rights Certificates for households and individuals within the project's planning boundaries from May 20, 2025.
2. Assign the District Party Committee, District Party Committee and People's Committee of the districts: An Lao, Kien Thuy, Duong Kinh, Do Son, Hai An, Cat Hai:
Prepare materials to carry out the project's expected boundary installation in the field; Complete the placement of boundary markers: in residential areas before May 20, 2025, on agricultural land and other land before May 30, 2025.
Managing boundary markers, propagandizing and mobilizing people and organizations to comply with regulations, not building new works or planting trees for profit; promptly and thoroughly handle violations according to regulations.
Take photos and record videos to record the current status of land use and works in the Project's alignment at the time of placing the expected boundary markers.
Strengthen land management, construction order, construction works, and tree planting to profit from site clearance to implement projects in the area.
3. Regarding compensation and site clearance support, request localities:
No compensation or support for households building projects on agricultural land.
No compensation or support for households growing trees on agricultural land after May 30, 2025.
No compensation or support for construction projects and crops on residential land arising after May 20, 2025.
4. Assign the City Press and Communications Center to strengthen propaganda of the city's directives./.
