To drastically implement and continue to create stronger changes in the business environment and improve competitiveness in the city, the People's Committee of Hai Phong city issued Plan No. 24/KH-UBND dated February 12, 2025 on main tasks and solutions to improve the business environment and enhance national competitiveness in 2025.
The goal of the Plan is to strongly improve the quality of Hai Phong city's business environment to suit the context and development trends, in order to contribute to improving the country's position on global rankings. Create a healthy competitive environment, rapidly increase the number of newly established businesses; reduce the rate of businesses temporarily suspending operations; reduce compliance costs, ensure safety and conform to good international practice; Implement decentralization and decentralization; promote entrepreneurship; encourage innovation and creativity; At the same time, it strengthens trust and creates a fulcrum for businesses to recover and develop. Strive to achieve targets according to Plan No. 197/KH-UBND dated August 22, 2024 on improving the competitiveness index (PCI) in 2024 -2025 of the city to improve the business environment, maintain the city's PCI ranking position in the group of 10 leading provinces and cities in the country and in the group of localities with good economic management quality. At the same time, strive to increase the number of businesses entering the market (newly established and returning to operation) in 2025 by at least 5% compared to 2024 (expected to be 3,701 businesses); The number of businesses withdrawing from the market in 2025 will increase by less than 10% compared to 2024 (expected to be 457 businesses)./.
