(Haiphong.gov.vn) - On the morning of July 25, at the Nguyen Binh Khiem Cultural Center, Vinh Bao district Party Committee held the opening ceremony of the XXVI Congress of Delegates, term 2020 - 2025. Attending were comrades: Le Van Thanh, Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the City People's Council; Nguyen Xuan Binh, Member of the Standing Committee of the City Party Committee, Standing Vice Chairman of the City People's Committee and leaders of departments, branches and units. Attending the Congress were 255 official delegates representing more than 9,000 party members from 75 branches and grassroots party committees throughout the district Party Committee.

The Congress took place over 3 days, from July 24 - July 26, 2020 with the theme: "Strongly innovating the leadership method of the Party Committee; promoting the tradition of the heroic district - the hometown of Trang Trinh Cultural Celebrity Nguyen Binh Khiem and the strength of national solidarity; mobilizing resources, breakthrough development of industrial and urban technical infrastructure; by 2025, reaching standards model new rural district".

Reporting at the Congress, comrade Pham Quoc Ka, Secretary of Vinh Bao District Party Committee, stated clearly: In the 2015 - 2020 term, the Party Committee, government and people of Vinh Bao district have achieved outstanding and comprehensive results, opening a new stage of development. The district's economy is developing comprehensively, with a high growth rate (average production value increases by 13.02%/year), the economic structure is shifting quickly and clearly towards increasing the proportion of industry and services. Many targets were achieved high, completed 1-2 years ahead of plan. Infrastructure is invested in by the Central Government and cities, there are breakthrough developments, especially transport infrastructure and new rural infrastructure, which have fundamentally changed the socio-economic infrastructure of the region.Facilitate and create favorable conditions for socio-economic development and attract investment in the next period.
Delegates attending the Congress
The new rural construction program associated with restructuring the agricultural sector in the direction of increasing value, efficiency and income is promoted, creating strong development and a new, breakthrough appearance in agriculture and rural areas. Site clearance work to implement key projects in the district is highly focused, directed drastically, effectively, in accordance with regulations, positively contributing to the development of the district's socio-economic infrastructure. The business investment environment has been positively improved. Developing culture, building and promoting human factors has achieved many positive results. Social security policies, gratitude to families with meritorious services, families of war invalids and martyrs, and poor households continue to receive attention, with many innovations, recognized and appreciated by the people. Average income per capita increased by 11.52%/year. Security and national defense are guaranteed, maintaining political security, social order and safety in the area, no hot spots occur, positively contributing to the socio-economic development of the district.

The work of building the Party and the political system has been enhanced and consolidated to meet mission requirements. From the beginning of this year until now, the district has established 2 party cells directly under the District Party Committee; Directed the establishment of 4 party cells under the grassroots Party Committee according to Resolution 28 of the City Party Committee's Standing Committee; admitted 1,033 new party members, an increase of 21.6% compared to the target of the Congress Resolution; received and organized the awarding and posthumous awards to party members of 3,853 party badges of all kinds.
The above results are important, creating a premise for Vinh Bao district to enter a new, higher stage of development according to Resolution No. 45-NQ/TW of the XII Politburo on building and developing Hai Phong city to 2030, with a vision to 2045.

The district also set major targets such as: Average production value growth in 5 years (2021 - 2025): 19.5% - 20.5%/year. Economic structure by 2025 (based on production value): Agriculture - fisheries: 10% -12%; Industry – construction: 60% – 62%; Trade – services: 28% – 30%. State budget revenue in the area by 2025 will reach 620 billion VND, an average increase of 20.3%/year. The average income per capita of the entire district by 2025 will reach 7,000 - 7,500 USD/person/year (170 - 180 million VND/person/year). Total social investment capital in 5 years is over 42,000 billion VND. By 2025, it will attract 2.5 million tourists, including 500 thousand foreign visitors. Strive to reach 2025: 100% of communes meet model new rural standards; The district meets model new rural standards. The poverty rate (according to the poverty standard for the period 2020 - 2025) is below 0.32%. Creating jobs for 10,000 people/year. By 2025, the rate of trained workers will reach 88%, of which the rate of workers with degrees and certificates will reach 40%. Percentage of population participating in health insurance by 2025: 100%. The rate of households using clean water according to standards will reach 100% by 2025. Enrolling 800 - 1,000 party members. Speaking at the Congress, City Party Committee Secretary Le Van Thanh highly appreciated and warmly praised the efforts and important results that the Party Committee, government, army and people of Vinh Bao district have achieved in the past term. He requested that delegates, along with affirming achievements to promote, need to carefully analyze and clarify shortcomings and limitations to find solutions.
The political report and draft resolution of the Vinh Bao district Party Congress have deeply expressed the will and desire to rise through the orientations, goals, and solutions set out for the 2020 - 2025 term, in order to bring Vinh Bao district and the entire city into a new period of development. Comrade Party Secretary Le Van Thanh further emphasized a number of issues in the district's development orientation, which are: Vinh Bao district's Party Committee and government need to have stronger innovation in thinking in leadership and direction of socio-economic development, both promoting the strengths of a district with advantages in agricultural production in the new period, and having to get out of the inherent mindset of a distant purely agricultural district, creating a step forward.A breakthrough in increasing the economic proportion of industry, trade, services, and tourism in the economic structure, bringing Vinh Bao to develop on par with the city's suburban districts.
