I. PURPOSE AND REQUIREMENTS
1. Purpose
– Disseminate and propagate to raise awareness among cadres and civil servants about the Party's guidelines and policies, the State's policies and laws on the importance of administrative reform and promote the positivity of cadres and civil servants in participating in the implementation of the State administrative reform master program for the period 2021-2030; contributing to building a democratic, professional, modern, streamlined, effective, efficient administration with the capacity to create and develop, with integrity and serving the People.
– Connecting learning and understanding theory (multiple choice round) with creativity and communication about administrative reform (slogan creation round) creates the effect of spreading the spirit of "service administration" in practice.
2. Request
– The contest is organized with the spirit of seriousness, practicality, efficiency, and savings and ensures the mobilization of a large participation of officials and civil servants in the city, contributing to the good implementation of the goals and targets of the administrative reform propaganda tasks set out.
– The evaluation, scoring and announcement of Contest results ensure accuracy, fairness, transparency and objectivity.
II. CONTENT, FORMS, SUBJECTS, NUMBER ENTITIES
a) Learn about the Party's guidelines and policies and the House's laws
country, documents of ministries, central branches and Hai Phong city on state administrative reform for the period 2021-2030:
– Resolution No. 76/NQ-CP dated July 15, 2021 of the Government promulgating the Master Program for State Administrative Reform for the period 2021-2030.
– Resolution 57-NQ/TW dated December 22, 2024 of the Politburo on breakthrough development of science, technology, innovation and national digital transformation, defining a vision to 2045.
– Decree No. 78/2025/ND-CP dated April 1, 2025 of the Government detailing a number of articles and measures to organize and guide the implementation of the Law on Promulgation of Legal Documents.
– Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government on implementation of administrative procedures according to the one-stop shop mechanism, one-stop shop at the One-Stop Department and the National Public Service Portal.
– Directive No. 23/CT-TTg dated September 2, 2021 of the Prime Minister on promoting the implementation of the Master Program on State Administrative Reform for the period 2021-2030.
– Decision No. 3470/QD-UBND dated August 27, 2025 of the City People's Committee promulgating the Plan to implement the State Administrative Reform Master Program for the period 2026-2030.
– Decision No. 3041/QD-UBND dated July 26, 2025 of the City People's Committee promulgating the Hai Phong City State Administrative Reform Plan for the last 6 months of 2025.
– Plan No. 215/KH-UBND dated August 25, 2025 of the City People's Committee to apply information technology and digital transformation in state agencies of Hai Phong city in the last 6 months of 2025.
– Other relevant documents of the Central Government and the city on administrative reform.

2. Exam format
– Round 1: Multiple choice test on software according to the Question Set of the Contest Organizing Committee to learn about the Party's policies, the State's legal policies on administrative reform, documents of ministries, central branches and the city related to administrative reform.
– Round 2: Create slogans to propagate administrative reform
Each agency and unit develops a slogan of no more than 10-20 words; easy to remember, easy to spread, with propaganda content about administrative reform with the spirit of modernity - friendliness - efficiency, the spirit of "service administration".
* Contest entries sent to the Contest Organizing Committee (through the Department of Administrative Reform and Legal Affairs - Department of Home Affairs) include:
– Slogan sentence (slogan)
– Brief explanation:
– Explain the meaning of the slogan.
– Demonstrates how to use it in propaganda.
– Or share ideas/stories that form slogans.
* Encourage creativity:
– Further illustrate with short videos or images, visual diagrams, panels, posters;
– Slogan (slogan) can be attached to symbols, specific movements or actions to increase vividness, ease of remembering, and ease of application in practice.
3. Candidates
– Officials and civil servants working in departments, branches and branches;
– Officials and civil servants of the People's Committees of communes, wards, and special zones.
(Members of the Organizing Committee and the Board of Judges and Direct Support Departments during the organization of the Contest are not allowed to participate in the contest).
4. Snumber of participants taking part in the competition
– Round 1 (Compulsory exam): The minimum participation rate of officials and civil servants is 90% for agencies and units under departments, branches, branches and People's Committees of communes, wards and special zones.
– Round 2 (Compulsory exam): All agencies and units.
5. Examtime
– Round 1 of the multiple-choice exam takes place over 4 consecutive weeks, starting on November 3, 2025 and ending on November 28, 2025.
– Round 2 of the slogan creation contest about administrative reform will be carried out and sent to the Contest Organizing Committee before November 11, 2025.

IV. AWARDS AND REWARDS
1. Prize structure

Each week there are 06 prizes for individuals, including: 01 First Prize, 02 Second Prizes, 03 Third Prizes; awarded at the Contest Closing Ceremony.
1.2. Prize for theroundof competition for creating propaganda slogans about administrative reform
Including 06 awards, evaluated and awarded once at the Contest Closing Ceremony, including: 01 First Prize, 02 Second Prizes, 03 Third Prizes.
1.3. Collective awards for agencies and units with excellent comprehensive achievements
Including 06 awards, evaluated and awarded once at the Contest Closing Ceremony, including: 01 First Prize, 02 Second Prizes, 03 Third Prizes.
2. Reward
– The agency or unit that won the first prize in the slogan creation contest to propagate administrative reform and the collective first prize was awarded a Certificate of Merit from the Chairman of the City People's Committee.
– At the end of the Contest, the Organizing Committee considers the contributions of collectives and individuals with outstanding achievements in organizing the Contest and selects them to submit to competent authorities for rewards according to regulations.
V. FUND
Funds for organizing the contest are allocated from the 2025 administrative reform budget.
VI. IMPLEMENTATION ORGANIZATION
1. Department of Home Affairs
– Is the standing agency of the Competition Organizing Committee; preside over advising, proposing, guiding, and urging the preparation and implementation of this Plan; in charge of software for organizing contests, exam questions and answers; Prepare funds to organize the contest to ensure efficiency and savings.
– Preside over and coordinate with the Department of Science and Technology to build and operate software to deploy online contests in the network environment.
– Advise on organizing the Contest Closing Ceremony and Awarding Ceremony; Contest summary report according to regulations.
2. Department of Science and Technology
– Direct and guide press agencies, the city's electronic information portal, and grassroots information systems to promote propaganda information about the Contest.
– Coordinate with the Department of Home Affairs to monitor and manage software development to deploy online contests in the network environment; ensure safe and efficient operation.
3. Department of Finance
Instructions on payment and settlement of costs for organizing the contest according to regulations.
4. City departments, branches, branches and People's Committees of communes, wards, special zones
– Timely deploy and respond to contests at agencies, units, and localities under their management; Mobilize officials and civil servants to study the contents and documents and actively participate in the Contest.
– Promote propaganda and promotion of the Contest in many forms, such as: propagandizing about the Contest, posting the Rules and content of the Contest on the electronic information portal of agencies, units and localities; on the internal information board...; Linking the Contest link on the electronic information portal of the agency or unit ensures that officials and civil servants of the unit and locality can participate in the Contest conveniently.
– Regularly direct, inspect, and urge implementation at units and localities to participate in the Contest and achieve good results.
5. City Newspapers and Broadcasting City Electronic Information Portal
– Promote propaganda, introduction, and promotion of the Contest; promptly report news and reflections on the Competition; Propaganda about the Contest Closing and Awarding Ceremony.
– Research and develop short reports and short interviews about the Contest to serve propaganda, summary and awarding activities.
Above is the plan to organize an online contest to learn about administrative reform in Hai Phong city in 2025. The Chairman of the City People's Committee requested agencies, units and localities to seriously implement and participate to achieve good results. During the implementation process, if there are any difficulties or problems, agencies and units promptly report to the Chairman of the City People's Committee (through the Department of Home Affairs) for consideration and resolution./.
