(Haiphong.gov.vn) – On the morning of May 3, the Prime Minister's Working Group on Administrative Procedure Reform (CCTTHC) met for the 4th session - Symposium on solutions to converting to using a single account type VNeID in performing online public services according to Decree 59/2022/ND-CP. Deputy Prime Minister Tran Luu Quang - Head of the Prime Minister's Administrative Procedures Working Group chaired the conference in person at Hanoi bridge points and online at provincial and city bridge points nationwide.

In recent times, implementing VNeID and the solution of converting to using VNeID as the only account in performing online public services, Vietnam has gradually improved the legal basis for using mobile phone accounts, integrating account authentication with the National Public Service system, building technology infrastructure. Currently, the National Population Database system (National Database on DC) has connected with 16 ministries, branches, 1 state-owned enterprise, 3 telecommunications enterprises and 63 localities. Up to now, the total number of uses of mobile phone accounts on public service portals has reached 11,645,068 times, the number of logins on the Etax application of the General Department of Taxation is 941,045 times, the number of logins on the application is 941,045 times. VSSID application of Vietnam Social Insurance is 9,4548,133 times. TotalThe amount of money saved for the State is estimated at about 230 billion VND.

The Ministry of Public Security has issued over 86 million chip-embedded CCCD cards to 100% of eligible citizens nationwide (completed before July 31, 2023), 100% of citizens have been issued personal identification numbers. The Ministry has received over 74.7 million mobile phone records, activated over 53.1 million mobile phone accounts, reaching 71.3% (exceeding the target assigned by the Prime Minister); Completed and exceeded spending on deploying 10 utilities on VNeID with more than 1 million visits, using VNeID utilities daily, some of which have brought practical value.
In addition to the achieved results, the implementation process also encountered certain difficulties and obstacles. At the conference, delegates focused on discussing and clarifying difficulties and obstacles, exchanging and sharing valuable experiences, good and creative practices, contributing to improving the quality and efficiency of solutions for converting to using a single account type VNeID in performing online public services according to Decree 59 of the Government. In particular, we focus on 6 key solution groups such as: solutions for executive direction, completing legal basis, technology infrastructure, VNeID application, resources, digital transformation...

Speaking at the Conference, Deputy Prime Minister Tran Luu Quang emphasized that from July 1, 2024, we must switch to using a single account type VNeID in performing online public services. The Deputy Prime Minister recommended that in the coming time, ministries, branches and localities need to strengthen extensive propaganda work on the mass media so that all people know the benefits of VNeID accounts and use them. At the same time, assign the Ministry of Public Security to coordinate with ministries and branches to review paperwork forms to use information shared when people log in and use VNeID accounts to reduce and have a specific roadmap for implementation; Research and amend regulations on identification and electronic authentication to suit the current situationCurrent practice...The Ministry of Information and Communications quickly cleans up mobile subscription data to ensure 100% of eligible citizens have sim cards registered with owner information; Working with network operators to improve the quality of telecommunications infrastructure. Localities need to "work hard" to exchange and learn experiences with other localities to improve efficiency in the implementation process./.
