(Haiphong.gov.vn) - On the morning of September 13, the Ministry of Finance organized an online conference to promote the disbursement of ODA capital and foreign preferential loans in 2019. Comrade Dinh Tien Dung, Minister of Finance attended and chaired the conference. At the online conference, according to a report from the Ministry of Finance, the estimated disbursement of public investment capital from the state budget in the first 8 months of 2019 is 6,286,316 billion VND, reaching 37.92% of the plan assigned by the National Assembly and 41.39% compared to the plan assigned by the Prime Minister.
For ODA capital and foreign preferential loans, updated as of August 31, 2019, only VND 6,480 billion has been disbursed, only reaching 10.7% of the capital plan assigned by the National Assembly (VND 60,000 billion) and 15.7% of the plan announced by the Ministry of Planning and Investment (VND 40,735 billion).
Regular spending from foreign capital in the first 8 months of the year reached 862 billion VND, equal to 8.5% of the estimate approved by the National Assembly. Among them, 35 ministries, branches and localities have not had disbursement since the beginning of 2019; Many ministries, branches and localities have very low disbursement rates, such as: Ministry of Health (4.8%), Quang Ninh province (0.5%), Quang Nam (2.3%), Hung Yen (8.3%)...
At the conference, representatives of ministries and localities spent a lot of time discussing practical and effective solutions to promote disbursement of projects using capital resources.
Minister Dinh Tien Dung said that the reasons for the slow disbursement of ODA and concessional loans over the past time and from the beginning of 2019 up to now mainly focus on groups of issues: problems in the slow delivery of medium-term public investment capital plans, lacking compared to needs; Capital allocation is not close to reality; Slow adjustment of plans and lengthy procedures; Low readiness of investment projects, slow completion of investment procedures, problems in site clearance and arrangement of counterpart capital; delay in completing procedures for payment disbursement documents as well as recording revenue and expenditure.
The Ministry of Finance requests ministries, branches, localities and units to continue to review and reassess the situation, develop and proactively implement solutions to speed up disbursement progress in the coming time. Update data on capital allocation, disbursement... for the Ministry of Finance to publicly implement in the spirit of the Prime Minister's direction in Official Dispatch No. 1042/CD-TTg dated June 29, 2019.
