Conference to implement Resolution 02/NQ-CP dated January 5, 2024 of the Government on improving the business environment and enhancing national competitiveness in 2024

On the morning of February 29, 2024, the Ministry of Planning and Investment organized a conference to implement Resolution 02/NQ-CP dated January 5, 2024 of the Government on improving the business environment and enhancing national competitiveness in 2024 with the theme "Reforms create a fulcrum to promote business development".

Deputy Minister of Planning and Investment Tran Duy Dong and Dr. Tran Thi Hong Minh, Director of the Central Institute for Research and Economic Management (CIEM) co-chaired the Conference. The conference had the participation of ministries, central branches, localities and business associations. On the side of Hai Phong Department of Finance, there was Mr. Bui Tien Phong, Deputy Director of the Department attending the Conference.

At the Conference, opinions from experts, representatives of business associations and businesses all acknowledged the Government's regular and final direction on business environment reform. However, what is worrying is that there is still a huge and growing gap between instructions on business environment reform and actual changes. However, the actual implementation of business environment reforms is still slow or has not changed; There are even areas where the barriers are heavier.

Speaking at the conclusion of the Conference, Deputy Minister of Planning and Investment Tran Duy Dong requested that leaders of ministries, branches and localities consider improving the business environment and enhancing competitiveness as key priority tasks and directly direct the implementation of the Resolution.

For ministries, branches and localities that have not yet issued Programs and Action Plans, it is recommended to urgently promulgate them immediately and send them to the Ministry of Planning and Investment and the Government Office for synthesis and reporting to the Government and Prime Minister. In particular, the Action Plan needs to specifically identify goals, tasks and implementation roadmap; At the same time, clearly assign responsibilities... Implementation needs to be serious and complete with the tasks assigned in the Resolution. At the same time, build a mechanism to monitor, urge, evaluate and monitor the implementation process to create pressure for substantive reform; clearly define the responsibilities of each individual and organization, especially the responsibilities of heads of agencies and units in carrying out assigned tasks; timely receipt dIdentify problems in the implementation process to remove difficulties or propose ways to handle problems within the functions of competent authorities. There needs to be a mechanism to create incentives to encourage effective reform efforts and initiatives; Ensure discipline and order for officials and civil servants in performing public duties. The parties need to coordinate closely with the Ministry of Planning and Investment and the Government Office to promptly update and report on the situation and results of implementation of the Resolution. Dialogue and exchange activities with people and businesses need to be more substantive and frequent; Within the scope of authority, immediately resolve difficulties and problems for people and businesses, not just listen to the problem.
