Attending the Conference were Deputy Minister of Planning and Investment, Dr. Nguyen The Phuong, Deputy Executive Director of GCF Javier Manzanares, UN Resident Coordinator in Vietnam Kamal Malhotra, 7 Ministers of countries among more than 200 delegates are high-level representatives of national authorities/focal points (NDAs), GCF-accredited agencies (AEs), civil society organizations and other relevant parties in the Asia region.

In opening speech at the Conference, Deputy Minister of Planning and Investment, Dr. Nguyen The Phuong said that Vietnam is one of the countries most heavily affected by the impact of climate change and is also a country strongly committed to low-carbon development. Along with the efforts of the international community in solving climate change issues and promoting low-carbon development, the Government of Vietnam has adopted the National Strategy on Climate Change in 2011, the National Strategy on Green Growth in 2012 and the Nationally Determined Contribution in 2016. Vietnam participates in this Conference as a delegate, and is also the host country of the Conference, ready to share sutrasits experiences with other Asian countries through dialogues.
In his opening speech at the Conference, GCF Deputy Executive Director Javier Manzanares also said that GCF policy dialogues between countries and partners participating in the GCF will be an opportunity for the parties to share experiences and learn about opportunities to improve the efficiency of using GCF investments for countries in the region.

At the Conference, Director of the Department of Science, Education, Natural Resources and Environment, Ministry of Planning and Investment, PhD. Pham Hoang Mai presented on sustainable financial structures for climate change and green growth, focusing on mobilizing investment capital for renewable energy development, risks and costs in the investment process, loan disbursement cycle and some policies to promote credit and green investment from the private sector.

On the sidelines of the Conference, Deputy Minister of Planning and Investment, Dr. Nguyen The Phuong also had a working session with GCF Deputy Executive Director Javier Manzanares on the cooperation strategy between Vietnam and GCF, discussing specifically Vietnam's orientation and priority projects to access GCF resources, including proposals to support the implementation of the National Adaptation Plan (NAP), reduce greenhouse gas emissions in the Central Highlands region through REDD+, enhance effective water resource management and enhance resilience to climate change for the regions. poor farming households,... Up to now, Vietnam is one of 10 Asian countries out of 33 countries in the region that have successfully accessed GCF funding, specifically Vietnam has the above 2 projects.A total of 18 projects in the Asia region have received funding from GCF with received funding of 116.1 million USD, accounting for 15% of GCF's funding for the region.

The conference will continue until April 20, 2018 with high-level meetings, discussion sessions on techniques to share experiences of countries, policy dialogue, and bilateral discussions between participating parties./.
