(Haiphong.gov.vn) – On the morning of June 25, at the Conference Center of Hung Yen province, Prime Minister Nguyen Xuan Phuc chaired the Conference on Development of the Northern Key Economic Region. Attending the conference were Deputy Prime Ministers: Truong Hoa Binh, Vuong Dinh Hue, Vu Duc Dam and leaders of ministries, departments, branches at the Central Government and localities in the Northern Key Economic Region. Attending the Conference, on the side of Hai Phong city leaders, were comrades: Le Van Thanh, Member of the Party Central Committee, Secretary of the City Party Committee, Chairman of the City People's Council; Nguyen Van Tung, Deputy Secretary of the City Party Committee, Chairman of the City People's Committee and leaders of relevant departments and branches.

The Northern Key Economic Region (Northern Key Economic Region) includes 7 provinces and cities: Hanoi, Hai Phong, Quang Ninh, Hai Duong, Bac Ninh, Hung Yen, Vinh Phuc, and is the center of politics, economics, culture, defense and security of the country. The economic scale of the Region ranks second in the country, accounting for nearly 32% of the country's GDP, budget revenue accounts for over 31%, and annual exports account for over 30%. According to the report of the Ministry of Planning and Investment, in the period 2016 - 2018, the economy of the Central Key Economic Region grew rapidly, the economic scale always maintained a high proportion in the 4 key economic regions of the country. The 3-year average GRDP growth rate (2010 constant prices) reached 9.08%, the highest among the 4 key economic regions and exceeded the target set in Decision No. 198/QD-TTg for the entire period 2016 - 2020 (9%). The economic structure is shifting in a positive direction, associated with innovating growth models; Industry - construction is the growth pillar of the region and focuses equally on all localities. Total state budget revenue has met and exceeded yearly estimates, making a major contribution to the country's budget revenue; Differences in revenue between locationsdirection has a significant shortening. The business investment environment continues to be improved, attracting increased foreign direct investment; Administrative reform, enhancing competitiveness, and improving the efficiency index of governance and public administration are focused on by localities in the Region. Health, education, environmental protection and social issues continue to be improved and focused. The work of organizing, approving, and adjusting provincial construction planning, general urban construction planning, rural construction planning... has received local attention and focused implementation.

In the first 5 months of 2019, the Central Highlands Economic Region achieved positive results compared to the same period in 2018, economic sectors continued to maintain a good growth rate, industrial production continued to maintain a stable growth momentum, the index of industrial production (IIP) of some localities in the region increased higher than the same period such as Hai Phong increased by 23.06%, Quang Ninh increased 23.06%. Ninh increased by 13.26%, Hung Yen increased by 10.71%, Hai Duong increased by 9%, Hanoi increased by 7.1%; Some localities have high budget revenues such as: Hanoi reached 109,621 billion VND, up 19.2% over the same period; Hai Phong 35,541.1 billion VND, up 36.9% over the same period; Quang Ninh 20,396 billion VND, up 18% over the same period; Hai Duong 8,219.01 billion VND, up 33% over the same period.
However, according to the assessment of the Ministry of Planning and Investment, the service industry is currently a key industry and contributes greatly to the economy of the Central Economic Zone, but the industry's growth rate is not sustainable; The budget revenue sources of some localities are not sustainable and still depend on some fields and businesses; Socio-economic development has not met the requirements of environmental protection and saving natural resources; Attracting foreign direct investment is not sustainable; The increased rate of immigration in some cities, especially Hanoi, has caused overload of technical and social infrastructure systems, risk of environmental pollution, water supply and drainage for localities in the Region.

At the Conference, localities discussed and clarified the results of the socio-economic situation in the 2016 - 2018 period of provinces and cities and the role of provinces and cities in the Central Highlands Economic Zone; At the same time, ministries, branches and businesses presented presentations on: current situation and strategic solutions to develop investment attraction in a sustainable manner in the Central Highlands Economic Zone; The role of seaport logistics services in linking the logistics service chain in the Central Highlands Economic Zone to become a modern logistics gateway of the Northern economic region; the potential and current situation of supply and demand of high-quality human resources for the 4.0 industrial revolution in the Central Highlands Economic Region; assess the investment, business and urban infrastructure environment, gtraffic of the Central Highlands Economic Zone; Current status of transport infrastructure in the Central Highlands Economic Zone, orientation and solutions to effectively connect transport infrastructure in the Central Highlands Economic Zone; Current status of tourism service development and solutions to link tourism service development between provinces and cities in the Central Highlands Economic Zone...

Speaking at the Conference, Chairman of Hai Phong City People's Committee Nguyen Van Tung clarified further about the city's contributions to the development of the Region from 2016 to present. The city's socio-economic growth rate is strong and groundbreaking. The city's total domestic product in 2016 increased by nearly 13.5%, in 2017 increased by over 14%, in 2018 increased by 16.27%; The first 6 months of 2019 increased by 16.3%. The industrial production index increased from 17% in 2016 to over 22% in 2017 and over 25% in 2018; The first 6 months of 2019 increased by 23.5%. The average total value of export turnover in 3 years increased by over 24%/year. Total state budget revenue in 2018 reached nearly 81,000 billion VND, of which domestic revenue reached nearly 25,000 billion VND; First 6 monthsIn 2019, total budget revenue in the area reached nearly 45,000 billion VND, an increase of 43% compared to the same period in 2018. The city has focused heavily with the Central Government and other provinces to develop infrastructure to serve socio-economic development. In particular, in May 2019, Lavifood Group started construction of a vegetable, tuber and fruit processing factory in Tien Lang district, which will help the Northern provinces restructure agricultural production; In June 2019, Vingroup inaugurated the Vinfast Automobile Manufacturing Factory, this is an important milestone of the Vietnamese automobile industry.
Chairman of the City People's Committee Nguyen Van Tung said that on January 24, 2019, the Politburo issued Resolution No. 45 on building and developing Hai Phong to 2030, with a vision to 2045. In particular, it is determined that Hai Phong is the driving force for development of the Northern region and the whole country. Hai Phong is the key marine economy of the country, the national logistics service center, the training, research, application and development center of marine science and technology of the country. Implementing Resolution No. 45, Hai Phong city has worked with localities: Hanoi, Thai Binh, Hai Duong, Quang Ninh to discuss and agree on solutions to promote regional connectivity. At the same time, it was decided to invest in a number of construction projectsRegional connectivity projects such as: building Hoa River bridge to connect with Thai Binh; Build Dinh bridge and Quang Thanh bridge to connect with Hai Duong.
To successfully implement Resolution No. 45 of the Politburo and develop the Northern key economic region, the Chairman of the People's Committee of Hai Phong city requested the provinces to prioritize the resources of each locality to invest in renovating and upgrading the transport infrastructure system, especially transport works linking the region to promote socio-economic development of the Northern Region and the whole country. Recommend that the Government pay attention and soon implement the project to build a high-speed railway connecting Lao Cai - Hanoi - Hai Phong; Soon allow investors to build the remaining wharves at Hai Phong International Gateway Port; Focus on directing provinces to soon complete coastal roads; At the same time, soon research and build the routeRailway from Quang Ninh - Hai Phong - Thai Binh and Nam Dinh.

Speaking at the conference's conclusion, Prime Minister Nguyen Xuan Phuc highly appreciated the Party Committee and local governments in the Central Highlands Economic Zone for the results achieved over the past time. The region contributes more than 32% of the country's GDP. Among the 14 provinces and cities with budget regulation at the Central level, all localities in the region are included. Regarding operating institutions and regional models, Prime Minister Nguyen Xuan Phuc assigned the Ministry of Planning and Investment to work with relevant agencies to propose specific models, report to the Government and Prime Minister and preside over synthesizing opinions and proposals at the Conference, submitting to the Prime Minister to issue directives on major solutions for developing the Central Highlands Economic Zone.
