COMMUNE LEVEL FINANCE OFFICER IN HAI PHONG CITY
On the morning of May 14, 2026, at the Hall of the Department of Finance of Hai Phong city, the opening ceremony of a professional training conference and updating of new regulations on financial management for officials and civil servants working in finance and accounting in communes, wards and towns in the city took place.
Updating new legal document system
The conference took place over 2 days (May 14 and 15) with the participation of officials from the State Budget Department - Ministry of Finance, lecturers from the Academy of Finance and representatives of specialized units. The focus of this training revolves around disseminating important innovative contents of the State Budget Law No. 89/2025/QH15. At the same time, students receive in-depth guidance on documents just issued in the first quarter of 2026 such as:
In addition, new contents in the administrative and public accounting regime according to Circular 24/2024/TT-BTC are also reviewed and updated to ensure accuracy in application at the unit.
This conference has a particularly important meaning with the participation of nearly 400 officials and civil servants who are budget accountants, accountants of the People's Council & People's Committee and social security general officers from communes, wards and special zones throughout Hai Phong city.
Tighten discipline, improve training effectiveness
Different from previous training sessions, this conference specifically emphasized school discipline and students' proactive spirit. According to instructions from the leaders of the Department of Finance, the Organizing Committee strictly takes attendance twice in each class session. Students are required to sit in the correct position according to the diagram and attend 100% of the program duration.
Leaders of the Department of Finance affirmed that this is an opportunity for grassroots officials to directly dialogue and remove "bottlenecks" in practical operations. After the end of the 2-day training session, the Department will not answer individual questions related to the content conveyed at the conference hall.
Promoting digital transformation in public financial management
One of the new points that attracts attention is the content introducing digital transformation solutions to support financial management.
The application of these specialized software not only helps standardize budget data but also effectively supports local professional management scientifically and accurately.
